Summary/General Description Of Job:
The Senior Project Delivery Analyst supports the Navy Base Operations Support (BOS) Program by coordinating Base Task Orders (BTOs), managing project delivery functions, and ensuring seamless execution across multiple functional areas. This role provides analytical, operational, and quality oversight to ensure each task order and facility trade activity meets contractual, safety, and performance standards.
Leveraging prior experience as a Senior Non-Commissioned Officer (NCO) or equivalent, the Senior Project Delivery Analyst applies disciplined leadership, structured planning, and project management expertise to drive excellence in operations, quality assurance, and safety performance across the BOS enterprise.
Key Responsibilities
IDIQ & Task Order Management
• Support the development, tracking, and delivery of Base Task Orders (BTOs) and associated submittals.
• Assist in scoping, estimating, and scheduling BTOs and ensure compliance with contract, technical, and financial requirements.
• Monitor execution milestones and deliverable timelines in coordination with project managers, trade leads, and Navy stakeholders.
Project Delivery & Facility Trades Support
• Provide direct support to Facility Trades (mechanical, electrical, structural, utilities, and grounds) to coordinate projects and ensure alignment with performance standards.
• Serve as a technical liaison between operations, engineering, and project management teams to ensure schedule integration and resource allocation.
• Review and validate work plans, schedules, and materials submittals for compliance with BOS contract requirements.
Quality Assurance & Performance Excellence
• Support quality control inspections, data validation, and documentation of task performance in accordance with ISO, NAVFAC, and Amentum quality standards.
• Conduct or assist with field verifications and audits to ensure adherence to approved work scopes and safety protocols.
• Collaborate with the Quality Manager and Safety Officer to identify process improvements and implement corrective actions.
Safety & Compliance Oversight
• Reinforce safety awareness throughout all project phases by monitoring field activities and supporting compliance with OSHA, EM 385-1-1, and Amentum standards.
• Assist in preparation and review of safety submittals, after-action reports, and lessons-learned documentation.
Data Analysis & Reporting
• Compile, analyze, and report operational performance data to identify trends and improve efficiency in BTO management.
• Maintain project dashboards, cost tracking tools, and readiness metrics in coordination with Finance and Operations.
• Support executive reporting packages and metrics submission to Navy and Amentum leadership.

Qualifications
Education: Bachelor’s degree in business administration, Engineering, Construction Management, or related field (required).
Experience:
• 10+ years of experience in project management, construction, facilities operations, or defense contracting.
• Prior Senior NCO or Warrant Officer experience in engineering, logistics, or facility operations (preferred).
• Experience working within an IDIQ or BOS contract environment highly desired.
• Demonstrated experience supporting safety, quality, or compliance programs within DoD operations.
• Certifications (preferred): PMP, OSHA 30-Hour, CQM-C, or equivalent.
• Systems: Proficient in MS Project, Maximo, Procore, and Microsoft Office Suite.
• U.S Citizen
• Ability to obtain and maintain a Secret Clearance
Preferred
• Current Secret Security Clearance.
The base salary range for this position is $110,000 to $120,000. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
