Scope of Work
Provide on-site Health, Safety, and Environment (HSE) leadership and supervision across the ROO Project facilities.
Oversee upstream operations related to Water Injection Facilities, Oil Processing, Electrical Submersible Pumps (ESPs), Tanks, flowlines and trucklines, production headers, and ring mains.
Promote a strong HSE culture, ensuring compliance with applicable Iraqi and international standards, client requirements, and project-specific HSE plans.
Job Responsibility and Requirement
- Very good understanding of oil and gas EPCm HSE management systems
- Ability to develop and implement HSE plans and produce HSE Procedures
- Proven track record to plan, direct, coordinate and lead HSE activities of major onshore brownfield /greenfield projects.
- Excellent investigation skills.
- To design and establish an HSE organization commensurate with site risks and activities
- To lead to establishing and enhancing a positive HSSE culture
- Ensure site has a suitable risk reduction program in place
- Ensure suitable and sufficient measures and organizations are in place to deal with foreseeable emergencies
- Establish HSE monitoring/self-verification systems
- Ensures sufficient resources and capabilities in place to maintain HSEMS
- Conduct and/or lead the investigation of incidents & near misses to enable a continuous improvement
Technical Skills (Required)
- Extensive hands-on experience (minimum 13+ years) in oil and gas HSE roles, with direct site experience in upstream facilities.
- Minimum 5+ years in a supervisory or lead role overseeing HSE activities on large upstream projects.
- Strong knowledge of upstream process facilities (water injection, oil processing, ESPs, tanks, flowlines, trucklines, headers, ring mains) and associated hazards.
- Proficiency in risk assessments (HAZID/HAZOP, RAMs), job safety analysis, permit-to-work systems, and incident investigation methodologies (e.g., root cause analysis).
- Familiarity with Iraqi regulatory requirements and international HSE standards (ISO 45001:2018, relevant oil & gas industry standards).
- Experience with emergency response, spill response, and environmental compliance programs.
- Competence in HSE software/tools (e.g., incident reporting systems, risk assessment software) and Microsoft Office suite.
- Strong understanding of contractor management, safety statistics, and site governance.

- Fluency in English (verbal and written); knowledge of Arabic is a plus.
Qualifications
- Degree in Occupational Health and Safety, Engineering (Mechanical, Chemical, Process), or related field; advanced safety qualifications (e.g., NEBOSH, IOSH, OSHA, or equivalent) are preferred.
- Certifications in HSE management systems (ISO 45001 lead auditor) are a plus.
- Valid permits for working in Iraq and ability to obtain necessary clearances as required by project governance.
- Minimum 13+ years of site experience in the oil and gas industry.
- Supervisory experience of at least 5+ years in HSE leadership roles on upstream projects.
Additional Information
- Deployment may require rotation schedule and site access permissions as per project and client requirements.
- Willingness to participate in ongoing training and comply with KBR and client safety expectations.
- This role may involve shift work, night shifts, or extended on-site presence depending on project phase and operational needs.
