This contract includes the Operations, Sustainment, Maintenance, Repair and Defense of the Defense Information System Network (DISN) within the DOD Information Network (DODIN) in support of the Defense Information Systems Agency (DISA). This role is primarily remote, but candidates should be willing to travel to Scott AFB, IL or Ft. Meade, MD for on-site support or leadership as needed. At a minimum, a Secret clearance is required upon the start of employment and be able to obtain their Security + certification in a short timeframe.
The ideal candidate will be a highly motivated and strategic leader to drive capabilities and solutions within our organization. There is an emphasis on automation and AI and ML-driven data processing, automation, and data governance best practices to support the Global Management Systems (GMS) project for the Global Solutions Management – Operations II (GSM-O II) contract. This role is critical in ensuring alignment with our roadmap, fostering consistency across agile teams, and delivering impactful results within the capability area goals. The role will be a multi-hatted role as an Agile project manager and integrator is particularly vital in this project involving several scrum teams and complex system-of-systems. The ideal candidate will possess strong leadership skills, a strategic mindset, and the ability to collaborate across teams while maintaining focus on continuous improvement and customer satisfaction.
Primary Responsibilities:
The successful candidate’s primary responsibilities will be:
- Capability Lead that will drive strategic leadership and capability within the portfolio within the organization.
- Ensure that features in each Program Increment (PI) align with the overall roadmap, capability area goals, and established technical baseline.
- Collaborate with stakeholders to ensure strategic alignment and delivery of objectives.
- Integrate and maintain consistent practices across all agile teams, ensuring alignment with the GAINS Delivery Process/Framework.
- Promote adherence to established processes while driving efficiency and effectiveness.
- Demonstrate servant leadership by empowering teams, removing impediments, facilitating and coaching, and fostering growth.
- Focus on reducing or removing spikes and enabling teams to achieve their goals effectively.
- Provide actionable inputs to the team for process improvements based on observations and feedback from team members.
- Brings project management skills and practices to Agile projects
- Provide inputs to the Estimate at Completion (EAC) based on funding and staffing needs.
- Manage capacity across scrum of scrums and team of teams to ensure optimal resource allocation.
- Support customer meetings, including non-agile meetings, and provide input to Rough Order of Magnitude (ROM) estimates.
- Conduct and support demos to showcase progress and align with customer expectations.
- Address corporate requests and ensure compliance with organizational standards and requirements.
- Build, own and successfully execute the product roadmap, incrementally delivering capabilities that benefit mission
- Position GAINS as a leader in innovation, supporting growth of the portfolio within the organization, which may include supporting activities to expand the growth and new business capture
- Design and implement processes, efficiency, and cost improvements

Basic Qualifications:
- Bachelor’s degree in related discipline or equivalent experience, with 12-15 years of professional experience; or 10-13 years with a master’s degree.
- Proven experience in strategic planning and roadmap alignment within agile frameworks.
- Strong understanding of Agile methodologies, including Scrum and SAFe.
- Demonstrated servant leadership skills with a focus on team empowerment and growth.
- Experience in continuous improvement initiatives and process optimization.
- Ability to manage budgets, staffing, and resource allocation effectively.
- Excellent communication and collaboration skills, with the ability to engage with customers and stakeholders.
- Familiarity with predictive analytics, problem detection, anomaly detection, and machine learning concepts.
- Proven leadership experience managing technical teams, ideally in data engineering, AI, or ML teams.
- Hands-on knowledge of AI and ML technologies, including IBM CloudPak, Elastic for Machine Learning, and Databricks.
- Experience deploying and managing workloads in OpenShift or Kubernetes-based environments.
- Familiarity with infrastructure as code, CI/CD pipelines, and container orchestration best practices.
- Working knowledge of DISA STIGs, RMF, and other DoD compliance frameworks.
- Ability to obtain interim Secret DoD Security clearance prior to start date.
- Active Security+ Certification (or other applicable 8570 required certification), or ability to obtain one in a short timeframe
Preferred Qualifications:
- Deep understanding of DISN networks with a technical background in Systems Engineering, Solution Architecture, Network Engineering, or Software Development.
- Experience developing and deploying software in a DoD environment, including meeting security standards such as STIGs.
- Familiarity with data technologies like Kafka, Elastic, Spark, Databricks, and NiFi.
- Experience with AWS GovCloud and cloud infrastructure, including networking and security policies.
- Proficiency in programming languages such as Python, Java, and SQL.
- Experience with distributed version control software such as Git and Bitbucket.
- Background in observability platforms, incident response, or real-time analytics.
Experience implementing AI/ML-driven data processing, including NLP, anomaly detection, or predictive modeling.

Pay Range:
Pay Range $126,100.00 - $227,950.00
