Naval Station Mayport is located along the St. Johns River in Duval County, Florida. It covers 3,409 acres and is the third-largest naval surface fleet area in the U.S. Since it opened in 1942, it has become a key hub with a harbor for 34 ships and a runway for most Department of Defense aircraft.
MCSF-BI covers 911 acres on the eastern side of Blount Island, plus an extra 333 acres nearby. This facility is vital for keeping Marine Air-Ground Task Forces ready. MCSF-BI has a deep-water slipway and direct access to the Atlantic, allowing for quick loading and unloading of the largest Maritime Prepositioning Force (MPF) ships. This helps deploy combat vehicles and supplies.
Job Summary
The Weight Handling Equipment (WHE) Operations & Maintenance Manager is responsible for the overall management, supervision, and technical oversight of all activities related to the operation, inspection, maintenance, and certification of weight-handling equipment, including cranes, hoists, rigging gear, and associated lifting devices. This position ensures full compliance with applicable safety regulations, industry standards, and organizational policies governing weight-handling operations.
The manager provides leadership and direction to maintenance personnel, operators, and inspectors, ensuring that all equipment is properly maintained, certified, and operated safely and efficiently. The role involves developing and implementing maintenance programs, coordinating with engineering and safety departments, managing budgets, overseeing contractor performance, and ensuring timely completion of inspections and repairs.
Roles and Responsibilities
- Ensure safe and efficient operation of all cranes, hoists, and rigging systems.
- Schedules and updates monthly all crane and rigging gear recertifications.
- Supervise and mentor WHE operators, inspectors, and maintenance personnel.
- Coordinate with engineering, logistics, and safety teams to plan and execute lifting operations.
- Maintain compliance with OSHA, NAVFAC P-300,NAVFAC P-307, NAVSUP-538 and NAVSEA SW020-AG-SF-010.
- Capable of setting up work tasks of varying complexities from written directions, drawings and diagrams.
- Oversee the provision of WHE/MHE/NTVE services 24 hours per day, 7 days per week.
- Ensure ship movements have priority over all other lifts, and ordnance loading and unloading have priority over general cargo lifting.
- Be capable of surging from five full-time licensed crane operators/eight full-time qualified riggers to six crane crews approximately five times per year to support exigencies (e.g., hurricane sorties).
- Develop and enforce maintenance and inspection schedules, ensuring all equipment is maintained and certified in accordance with NAVFAC P-307.
- Ensure the provision and maintenance of a sufficient inventory of slings, straps, and lifting devices, with all rigging equipment complying with NAVFAC P-307 requirements.
- Ensure all WHE, MHE, and Aerial Work Platforms are inspected, tested, and certified at least annually and after any adjustment, repair, replacement, or alternation/modification of a load-bearing or load-controlling part.
- Maintain compliance with OSHA, NAVFAC P-300, NAVFAC P-307, NAVSUP P-538, and NAVSEA SW020-AG-SF-010
Basic Qualifications
- U.S citizen
- Bachelor’s degree in Mechanical Engineering, Industrial Technology, Maintenance Management, or related field
- Minimum of 10 years of experience involving weight handling equipment operation and maintenance.
- Five years’ experience must involve supervision or management of weight handling equipment personnel and equipment.
- Personnel maintaining, repairing, inspecting, testing, operating, or rigging WHE shall be qualified per NAVFAC P-307
- Possess working knowledge of Microsoft Office software; Outlook, Word, PowerPoint, and Excel.
- Proficiency with maintenance management software, scheduling tools, and reporting systems.
- Must have a valid social security card, driver’s license, and birth certificate
- US Passport with minimum one plus year validity remaining
- Must be able to pass a pre-employment background check and drug screen.
