Leidos is seeking a National Solutions Business Area Chief Technology Office (BA CTO), who will be responsible for leading the ideation and development of innovative and differentiating technical and engineering solutions that support the BA’s business strategy for Intelligence related spatial and multi-INT solutions including (a) next generation mapping, charting, and geodesy, (b) DevSecOps for mission critical software solutions used in the tasking, collection, processing, exploitation, and dissemination of strategic and tactical intelligence, (c) secure critical infrastructure, including both IT and OT systems, (d) increased efficiency and effectiveness of analysts via automation and artificial intelligence, and e.) sensemaking payload and analytical solutions.
The CTO will collaborate with all BA line managers and growth leaders to drive solutions into priority captures, proposals, and major programs. The CTO will proactively establish relationships and meet with current and potential customers to demonstrate the company's credentials at solving problems with technically-differentiated solutions. The CTO will lead the development of the BA’s annual internal research and development (IR&D) portfolio and provide guidance to and management oversight of all IR&D projects. The CTO will actively participate in the definition and implementation of the long-term technology strategy aligned to the BA, Sector, and Corporate technology strategy and goals.
Primary Responsibilities:
- Closely partnering with BA management to ensure the BA’s technology strategy is aligned with the organization's strategic plan and is reflected in the business development plans.
- Consulting with business leadership on potential solutions to customer requirements.
- Being an active participant in the Capture Process to include writing and reviewing proposal material and coaching solution architects on bringing differentiated solutions to capture efforts including early customer engagements.
- Seeking partnerships with strategic suppliers, renowned universities, and research institutions to increase learning opportunities, sponsor research projects that take National Solutions BA offerings to the next level and, where possible, showcase developing technology both internally and externally.
- Establishing relationships with counterparts throughout Leidos, and serving as the BA’s chief technical collaborator with other Leidos organizations.
- Taking on responsibility for the development, mentoring, and management of a set of staff including solution architects.
Basic Qualifications:
- Typically requires Bachelor's degree and 17+ years of prior relevant technology experience or Master's degree and 15+ years of relevant technology experience.
- Minimum of 10 years in complex, mission relevant/critical software solutions
- Minimum of 7 years focusing on US Intelligence Community (IC) GEOINT and Overhead Collection missions
- Experience providing technical leadership to large scale proposals and captures for US IC programs
- Domain expertise in GEOINT, Overhead Collection and Processing, and critical infrastructure for the US IC
- Experience with US IC systems engineering, software, and information assurance processes for building and fielding intelligence solutions
- Experience managing distributed, highly-technical workforce; including performance reviews, prioritization of work, and mentor/coaching on best practice and related matters.
- US citizenship is required with an active TS/SCI with Polygraph clearance
- 25% travel required
Preferred Qualifications:
- Prior technical roles within organizations of similar size and scope ($400M and 750 employees) with growing duties and responsibilities.
- Understanding of existing systems utilized by the NGA, NRO, and other collection agencies and offices.
- Large acquisition program experience ($500M+).
- Significant experience supporting capture activities to include chairing/participating in Business Opportunity Gate Reviews, writing specific sections of proposals, providing expert technical guidance for solutions, and task cost estimation.
- Experience with performance management and best practices in the Defense and US IC community.
- Experience or knowledge of modern software development capabilities including AI and Data Science, DevSecOps, Data mesh, Infrastructure as code, container management, and cloud.
- A well-developed sense of strategy and the ability to communicate and inspire others to follow.
- Knowledge of, and experience with, DoD, Federal and Intelligence Community customers and industry peers

Pay Range:
Pay Range $154,050.00 - $278,475.00
