The Mission
The Digital Modernization Sector at Leidos currently has an opening for a Senior Program Manager (PM) to work on an exciting opportunity helping the United States Coast Guard (USCG) at Command, Control, Communication, Computer, Cyber, and Intelligence Service Center (C5ISC) in the Alexandria, VA and Kearneysville, WV area. This role is part of a high-impact program focused on delivering secure, scalable cloud solutions that enable operational agility and resilience across the USCG enterprise. You will help transform the Coast Guard’s current cloud environment into a true “Mission Cloud” which will provide operational support for all of the Coast Guard’s 11 statutory missions.
Primary Tasks:
- Accountable to C5ISC Senior Leadership for the end-to-end performance, cybersecurity posture, and modernization of the Coast Guard Mission Cloud; providing strategic guidance and planning to optimize all enclaves and drive infrastructure excellence
- Collaborates with Coast Guard sponsors to define and execute the technical vision for the CG Mission Cloud, driving enterprise innovation and operational efficiency. Leads a roadmap focused on continuous improvement and the delivery of scalable, mission-ready cloud capabilities across all Coast Guard functional areas.
- Develop and implement long-term Mission Cloud roadmaps and strategies, and monitor alignment of tactical activities with those roadmaps and strategies
- Research and recommend innovative Cloud technologies, methodologies, processes, and systems to continuously improve the CG Mission Cloud, particularly in AWS and Azure.
- Represent the voice of the customer to Leidos and work with the customer to understand, prioritize, and communicate their mission support needs to application/system owners, and to revolutionize the capabilities and features of the CG Mission Cloud.
- Lead a team of Leidos employees and sub-contractors. Responsible for defining the team’s direction and ensure that individual and team goals align with the organization and customer mission.
- Provide guidance, support, and resources to help team members succeed and feel motivated to contribute their best work.
- Foster an environment of employee growth and development, promoting continuous learning and provide opportunities for skill enhancement.
- Responsible for cost, schedule, quality, technical, and business performance and serve as the Leidos single point-of-contact for all contract-level issues.
- Provide the planning, direction, coordination, and control necessary to accomplish all work requirements including all deliverables and work products
- Acts as the primary liaison between internal stakeholders and contractor personnel to synchronize project goals and resolve competing priorities. Manages the feedback loop between internal teams and external vendors to mitigate risks, proactively adjust scopes, and ensure all contractor activities satisfy both contractual obligations and stakeholder expectations.
- Make decisions for the contractor’s organization in response to government issues, concerns, and comments, and be proactive in alerting the Government to potential contractual, programmatic, and resource limitation issues.
Basic Qualifications:
- Bachelor’s Degree in a relevant field, e.g. Cloud Engineering, Software Engineering, IT, Computer Science, plus 10 years of relevant experience, or Master’s Degree in a relevant field plus 8 years of relevant experience. Must have 5+ years supervising or leading technical teams, projects, or programs.
- Experience serving as a Program Manager leading and supervising a multi-disciplinary staff of various labor categories in an IT/Cloud/Cyber environment, including sub-contractors
- Direct engineering or operations experience in Cloud environments, particularly federal government Cloud environments
- Project Management Professional (PMP) or Program Management Professional (PgMP) or equivalent DAIWA or FAC-P/PM Level certification.
- Public Trust clearance with ability to obtain and maintain Secret clearance.
- Must be approved by the Coast Guard Security Office prior to receiving system access.
Preferred Qualifications:
- Prior experience supporting DHS, U.S. Coast Guard, DOD, or other federal cloud modernization programs
- Strong experience leading highly technical teams in Cloud environments
- Knowledge and experience in an Agile-driven project management environment.

Pay Range:
Pay Range $154,050.00 - $278,475.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
