The Strategic Investment Plan Manager plays a critical role in leading a five-year, large-scale program to improve operations, strengthen resilience, and sustain long-term site viability. This role is accountable for delivering investments that mitigate EHS and security risks, reduce the carbon footprint, enhance the site experience, drive new technology development and ensure the Niskayuna, NY research center continues to operate as a safe, compliant, and resilient world-class R&D environment.
Job Description
The Strategic Investment Plan Manager – Aerospace Research will:
- Drive team engagement with a focus on safe and efficient execution of projects.
- Drive the development, prioritization, execution, and management of a 5-year plan of major capital infrastructure projects, that work together towards the overall project goal.
- Partner with a broad range of stakeholders to ensure on-time and on budget delivery of site strategic investment plan milestones.
- Develop and manage new project intake and prioritization process.
- Develop operating cadence, supporting KPIs and relevant dashboards to ensure on time and on budget delivery of the strategic investment plan.
- Manage positive working relationships with customers, contractors, GE Aerospace staff and resident businesses.
- Coordinate well within matrixed team including but not limited to: EHS, Security, Facilities, Research staff, Finance, Sourcing, Global Facilities, FLIGHT DECK, and Communications.
- Partner proactively with Communications, Aerospace Global Facilities and Niskayuna site Infrastructure teams to design and execute targeted communication plans for the Strategic Investment Plan Project. Communicating key milestones, deadlines, service interruptions to the appropriate stakeholders, and ensure messages are delivered at the right cadence and depth for GE Aerospace employees at all levels and, where applicable, for resident businesses such as GE HealthCare and GE Vernova.
- Develop communication templates, dashboards and cadence to support the operating cadences, KPI performance monitoring and report outs to the Senior Leadership Team.
- Regularly participate in the Site Operations council to provide appropriate level of visibility into the Strategic Investment Plan Project.
- Track financials against budget and project deliverables to commitments.

Qualifications/Requirements:
- Bachelor’s Degree from an accredited college or university
- Minimum 10 years of experience in progressively more responsible positions in facilities/global supply chain and /or construction project management.
- Minimum 5 years’ cross functional business experience collaborating with operations, finance and project management.
- Working knowledge of building mechanical and electrical systems.
- Experience leading in both union, non-union and contingent workforce teams.
- Proven ability to lead cross-functional teams and to communicate effectively at all levels of the organization.
- Ability to work autonomously and under pressure, with a sense of urgency, to meet deadlines.
- Ability and willingness to handle emergencies outside of normal working hours.
- Demonstrated ability to leverage analytical approaches to problem solving and decision making.
- Inspirational leadership both with direct organization as well as across organizations where there isn’t a direct reporting relationship.
- Ability to build and influence strong networks internally and externally, and work in a fast-paced, highly matrixed environment.

- Must be willing to work on site at our facility in Niskayuna, New York.
- Ability to obtain and maintain US Government Security Clearance; prerequisite for a security clearance is U.S. citizenship.

The base pay range for this position is $157,000 - $261,000 USD Annually. The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set. This position is also eligible for an annual discretionary bonus based on a percentage of your base salary/ commission based on the plan. This posting is expected to close on April 30th, 2026.
