About The Opportunity:
With a strong presence in Saudi Arabia, we are actively involved in critical projects throughout the region. We are spearheading several exciting initiatives, taking on technical responsibilities for programme management, engineering oversight, and construction assurance. As part of our expanding footprint in the region, we are seeking a qualified Clerk of Works (Civil & Structural) to support the delivery and oversight of a key infrastructure package under our Technical Services Provider (TSP) contract. This position is site-based in Riyadh, supporting secure infrastructure works for one of our government clients. In this role, you will serve as the Employer’s/Client’s on-site quality representative, responsible for monitoring and inspecting all civil and structural construction activities to ensure they are delivered in full compliance with approved drawings, specifications, contract requirements, and applicable standards. You will provide independent, impartial oversight of workmanship, materials, and construction practices. While operating independently from a quality perspective, you will remain fully integrated within the site delivery team—working closely with the Construction Manager to support safe and efficient progress of works, and collaborating with the Engineering Manager to verify technical compliance, resolve design-related issues, and escalate any concerns requiring engineering input.
Key Responsibilities:
Quality Inspection & Compliance

Verify compliance with:
Approved IFC drawings
Specifications and scope of works
Method statements and ITPs
Relevant codes and standards
Monitoring of Workmanship
Assess workmanship quality on a continuous basis.
Identify defects, non-conformances, and poor construction practices.
Raise inspection reports and NCRs where required.
Monitor corrective actions and ensure proper close-out.
Coordination with Construction Manager
Provide regular updates on site quality and progress issues.
Support the Construction Manager in identifying risks to programme caused by rework or quality issues.
Attend daily and weekly coordination meetings.
Highlight areas where sequencing or methodology may compromise quality.
Technical Liaison with Engineering Manager
Review technical drawings and revisions for constructability concerns.
Notify the Engineering Manager of discrepancies between drawings and site conditions.
Monitor implementation of technical queries (TQs/RFIs) and design changes.
Ensure only approved drawings are used for construction.
Documentation & Reporting
Maintain detailed site diaries and inspection records.
Record photographic evidence of progress and defects.

Prepare weekly quality reports summarizing:
Inspection activities.
Non-conformances.
Risk areas.
Upcoming inspections.
Health, Safety & Environmental Awareness
Ensure works are executed in accordance with HSE requirements.
Report unsafe practices to the Construction Manager.
Promote safe working methods without assuming safety management responsibility.
How the Role Works Within the Project Team:
The Clerk of Works – C&S operates independently in terms of quality oversight but is fully integrated within the site delivery team.
With the Construction Manager:
The Clerk supports delivery by identifying quality risks early, helping avoid costly rework, delays, and structural failures. They provide real-time feedback from site inspections and help the Construction Manager maintain control of workmanship standards.
With the Engineering Manager:
The Clerk ensures that construction aligns with the engineering intent. Any ambiguity, clash, or deviation is escalated to engineering for resolution before it becomes embedded in the works.
The role is proactive rather than reactive — preventing defects rather than merely recording them.
Here's What You'll Need:
HNC/HND/Degree in Civil or Structural Engineering (or equivalent experience).
10+ years’ experience in civil/structural construction.
Strong knowledge of reinforced concrete and structural steel works.
Experience acting in a Clerk of Works or site quality role.
Familiarity with inspection and test plans (ITPs).
Strong report writing and communication skills.
