Program Manager

As a Program Manager (PM) at Boeing Intelligence & Analytics (BI&A), you will hold full responsibility and accountability for program execution across cost, schedule, scope, and technical performance in alignment with Government requirements and contractual objectives. You will serve as the single point of accountability to the Government and Prime Contractor for program success.
- Serve as the single point of accountability for program performance, ensuring successful delivery across cost, schedule, technical scope, and contractual requirements.
- Lead and direct operational execution of the software development and technical support Task Order, aligning performance with Government priorities, contract objectives, and measurable outcomes.
- Own cost and schedule performance, including burn-rate management, Estimate at Completion (EAC) forecasting, staffing alignment, variance analysis, and corrective action implementation.
- Approve and baseline integrated program plans, including risk and opportunity management, change control, configuration management, dependency tracking, and milestone execution.
- Serve as the primary executive interface to the Prime Contractor and Government stakeholders, maintaining trusted relationships and ensuring transparent communication of status, risks, and mitigation strategies.
- Chair all Technical Exchange Meetings (TEMs), Integrated Product Team (IPT) sessions, and formal program reviews, ensuring alignment between technical execution and contractual deliverables.
- Provide leadership oversight across systems engineering, software development, UX, cybersecurity, and test functions to ensure technical excellence supports program performance objectives.
- Authorize and manage scope evolution within an agile, product-centric environment while maintaining disciplined requirements management and configuration control.
- Lead and make final decisions on workforce planning, recruitment, performance management, salary actions, and policy implementation to ensure program stability and growth.
- Drive continuous performance improvement and customer satisfaction initiatives, ensuring long-term program success and recompete positioning.

Experience and Qualifications:
To be eligible for this demanding position, the ideal candidate should demonstrate the following experience and qualifications:
Required Education and Years of Experience:
Bachelor’s degree in engineering, systems, business, or related technical discipline and 14+ years of progressive experience leading and owning complex Government programs; advanced degree may substitute for years of experience.
Minimum ten (10) years of experience serving as the responsible Program Manager on contracts of similar size, scope, and complexity within the DoD or Intelligence Community.
Required Qualifications:
- Active TS/SCI with Polygraph Clearance
- PMP Certification
- Program Execution & Financial Oversight
- Demonstrated experience owning full lifecycle program execution across cost, schedule, and technical performance.
- Experience in areas including
- Resource planning and workforce alignment
- Project cost estimating and burn-rate management
- Integrated Master Schedule (IMS) development, approval, and performance management
- Financial forecasting and variance analysis
- Reviewing and approving and certifying Earned Value metrics, Estimate to Complete (ETC), and Funds/Manhour Expenditure Reports
- Resource planning and workforce alignment
- Project cost estimating and burn-rate management
- Integrated Master Schedule (IMS) development, approval, and performance management
- Financial forecasting and variance analysis
- Reviewing and approving and certifying Earned Value metrics, Estimate to Complete (ETC), and Funds/Manhour Expenditure Reports
- Experience managing and allocating Management Reserve within contractual limits.
- Experience approving and presenting the Integrated Program Baseline (IPB) or resource-loaded schedule to the Government.
- Experience owning formal risk management processes and mitigation funding decisions.
- Leadership & Workforce Management
- Experience leading cross-functional, multi-discipline teams delivering mission-critical solutions.
- Experience allocating and balancing contract resources including staffing, facilities, subcontractors, and budget authority.
- Experience making final hiring decisions and driving workforce performance outcomes.
- Experience establishing, integrating, and improving program management processes.
- Experience leading Integrated Product Teams (IPTs) to deliver new capabilities.
- Government & Partner Engagement
- Proven ability to lead and represent the program in classified, multi-stakeholder environments.
- Experience serving as the primary contractual and performance authority to Government Program Managers and partner leadership.
- Experience preparing and delivering formal program status reviews and Government briefings.
- Ability to communicate issues, risks, and recommended solutions clearly and proactively to senior Government stakeholders.
- Technical & Operational Environment
- Strong working knowledge of agile software development within mission-critical or national security systems.
- Ability to organize, create, and maintain clear and effective program documentation.
- Strong written and oral communication skills; ability to function effectively in a team environment.
- Contract & Regulatory Compliance
- Experience operating under FAR/DFARS, DoD 5000 series acquisition guidance, and Intelligence Community Directive (ICD) 801 frameworks.
- Experience ensuring cross-discipline integration within the contract to meet Government objectives.
- Experience reviewing, approving, and authorizing submission of all financial and technical deliverables prior to Government submission.
Desired Qualifications:
- Experience leading end-to-end Government program start-up from proposal submission and source selection decision through Authority to Proceed (ATP), including transition execution, workforce ramp-up, subcontractor onboarding, financial baseline establishment, and customer engagement cadence.
- Experience managing Task/Technical Task Order (TTO)-based contracts within IDIQ or multi-award contract environments.
- Experience overseeing multiple subcontractors, including performance management, integration, and compliance with contractual and financial requirements.
- Project management experience supporting complex, mission-critical systems or system-of-systems environments.
- Experience supporting DoD system acquisition programs, including familiarity with milestone-driven development and acquisition lifecycle processes.
- Experience supporting program financial reporting, including budget tracking, forecasting, and variance analysis.
- Proposal development experience serving as Capture Manager, Volume Lead, Section Lead, or primary author on technical or management volumes.
Telework/Remote Availability: This position is primarily on-site. Limited telework may be available based on customer approval and mission requirements.

Summary Pay Range:
Please note that the information shown below is a general guideline only. Pay is based upon candidate experience and qualifications, as well as market and business considerations.
$175,000-$275,000
