Program Summary
The Senior Program Manager for Test Enterprise Network Modernization (TENM) is responsible for leading and integrating ATEC’s enterprise-wide network modernization efforts across Test Network Modernization, ATEC Fiber Modernization, and Future Wireless Network initiatives. This role oversees planning, execution, and delivery of secure, resilient fiber and wireless network capabilities that provide the on‑range bandwidth required to move large volumes of test data in support of mission analysis and decision making. The Senior PM leads and oversees cross‑functional teams to ensure delivery of network solutions that enable interoperable, multi‑domain Live, Virtual, and Constructive (LVC) distributed testing, support seamless data transfer to cloud environments, and satisfy current and future requirements for throughput, redundancy, and lifecycle sustainability through coordinated fielding of modernized network infrastructure.
Job Summary
The SPM provides management, direction, administration, quality assurance and overall leadership and guidance for all contractor personnel assigned to the TO, including assigning tasks to contractor personnel, supervising on-going technical efforts, and managing overall TO performance. The SPM shall be responsible for the quality and efficiency of the TO, including both technical issues and business processes.
This position requires OCONUS and CONUS Long-Distance Travel.
The SPM serves as the primary interface between government stakeholders, technical teams, and acquisition partners to ensure delivery of standardized, secure, interoperable, and scalable network capabilities across geographically distributed test centers and operational test locations.

Roles and Responsibilities
Responsibilities include, but are not limited to:
· Provide overall program leadership and management for the TENM portfolio, ensuring cost, schedule, performance, and risk objectives are met.
· Lead and oversee planning, execution, and integration activities of enterprise network modernization efforts across TNM, AFM, and FWN initiatives.
· Serve as the primary customer-facing lead, coordinating with ATEC stakeholders, program offices, cybersecurity teams, and test center leadership.
· Oversee technical execution by engineering teams, ensuring alignment with enterprise architecture standards, cybersecurity requirements, and operational test needs.
· Manage cross-functional teams including engineers, subcontractors, and support personnel across multiple sites.
· Lead and support DoD acquisition lifecycle activities, including RFIs, market research, Market Assessment Discussions (MAD), and input to acquisition strategies and planning documentation.
· Ensure compliance with DoD, Army, and ATEC policies related to cybersecurity, configuration management, network governance, and program controls.
· Identify, assess, and manage program risks and dependencies, developing mitigation strategies to protect mission outcomes.
· Oversee fiber modernization and future wireless initiatives, ensuring efforts are synchronized, executable, and operationally relevant.
· Develop and maintain program documentation, schedules, integrated master plans, briefs, and status reports in support of TENM objectives.
· Support strategic planning, roadmap development, and future capability insertion across the TENM enterprise.

Basic Qualifications
· Bachelor’s degree in engineering, computer science, information systems, business, or a related field.
· Minimum of 15 years of experience managing large-scale DoD or federal IT, network modernization, or infrastructure programs.
· Active Secret clearance.
· Minimum of five years’ experience (within the last ten years) in the field of IT project management.
· Demonstrated experience leading complex, multi-site, enterprise-level programs with multiple stakeholders.
· Strong familiarity with DoD acquisition processes, including RFIs, market research, and technical evaluations.
· Possess a current Project Management Institute (PMI) Project Management Professional Certification or a current Program Management Professional (PgMP) Certification

Preferred Qualifications
· Experience supporting Test & Evaluation (T&E) environments or mission-critical, operationally complex organizations.
· Experience supervising and managing simultaneous contract operation support functions involving multiple, complex, and inter-related IT projects similar in size, scope, and complexity to TENM task areas.
· Two years of continuous recent experience (within the last five years) managing U.S. Army IT projects with multiple CONUS and OCONUS performance locations.
· Working knowledge of enterprise network technologies (wired, fiber, wireless) sufficient to lead and oversee technical teams.
· Experience with enterprise standardization, configuration management, and lifecycle sustainment.
· Proven ability to lead customer engagement, executive briefings, and senior-level decision forums.
· Experience managing subcontractors and distributed teams.
· Experience with Earned Value Management (EVM), including cost/schedule performance tracking, variance analysis (CPI/SPI), and reporting in support of DoD program management requirements.
