LOCATION: Washington, DCMAJOR DUTIES AND RESPONSIBILITIES
· Directs, implements, coordinates, and oversees a segment of a CBP acquisition program or supports acquisitions staff related to acquisition: plans and conducts special studies, personally or through team members, provides advice to managers, and prepares acquisition strategies and procurement requirements in support of the programs. Conducts analysis on program objectives and recommends actions or improvements to achieve outcomes. Provides technical assistance and support to PMO or acquisition staff in all matters relating to the application of acquisition planning, execution and oversight. Performs analysis on problem definition and solving.
· Responsible for developing, implementing, and monitoring management information systems for the analysis and tracking of program data; long- and short-range plans; policies and priorities established by statutes, executive orders, the Department, or management. Performs analysis on information provided by systems and provides recommendations to senior analysis for future actions.
· Assists senior analysis with developing briefings, presentations, and whitepapers for use by senior PM, PMO managers or acquisition staff. Ensures that accurate, appropriately concise and timely information is available. Assist with the design and administration of plans for submission of data; reviews all submissions for substance, conformance with instructions, completeness and authorizations; and is responsible for maintaining and controlling all documents and their amendments. Represents the organization at staff or working group meetings as directed by the supervisor.
· Applies skills and knowledge on performing analysis/review of CBP acquisition programs, and their related documentation. Individual will provide recommendations for action that aligns with related acquisition management policies, procedures, directives, and best practices.
Other facts about the position
Knowledge of COR duties and Federal Acquisition Regulations (FAR). Depending on assignment, performs COR Level II duties appropriate for contract vehicles of moderate to high complexity, including both supply and service contracts or performs COR Level III duties on the most complex and mission critical contracts within the agency involving significant program management activities, such as major acquisition programs to ensure compliance with DHS/CBP policies, procedures, and regulations.
