Join the Leidos NISC IV program as an Eastern Service Center Operations Support Group Specialist.
The NISC IV contract provides technical support to various Air Traffic Control Towers, Terminal Radar Approach Controls (TRACON), Air Route Traffic Control Centers (ARTCC) the FAA Air Traffic Organization headquarters and Regional Offices.
This position is in-office in College Park, GA.
No possibility of telework.
No travel required.
The Contractor must provide support to the Operations Support Group (OSG) in the form of technical, analytical, and coordination services for airspace modernization initiatives, with the primary focus on airspace evaluation, airspace design, airspace rulemaking, and the development or modification of general airspace rules in accordance with FAA policy and regulatory requirements. The contractor will support the FAA in ensuring that proposed airspace actions are operationally justified, safely integrated into the National Airspace System, and compliant with applicable laws, regulations, and directives. The contractor will also provide support for instrument flight procedure evaluation, impact assessments, and coordination to ensure compatibility and integration with airspace decisions.
Primary Responsibilities:
Technical Documentation and Communication, Strategic and Policy Support for NAS, Airspace Design and Impact Analysis, Rulemaking and Air Traffic Coordination, Hazard Identification and Environmental Support, Airspace Modernization Planning and Integration and Instrument Flight Procedures (IFP) and Airspace Compatibility. Some specific examples include:
- Gather, generate, update, and maintain documentation for NAS safety cases before significant changes and as changes occur.
- Develop purpose-and-need statements, problem descriptions, and scope definitions for proposed airspace actions.
- Develop and compare airspace alternatives, including benefits, constraints, and tradeoffs.
- Support design, modification, or removal of controlled and special-use airspace to meet NAS requirements.
- Track airspace actions through coordination, approval, and publication milestones.
- Maintain functional files in compliance with FAA and federal regulations.
- Identify hazards, operational risks, and mitigations associated with proposed airspace actions.
- Develop and maintain airspace modernization plans, schedules, and implementation roadmaps.
- Review procedural concepts to assess airspace compatibility and operational impact.
- Provide TERPS/IFP advisory support as needed for evaluations and decisions.
- Support timing, charting considerations, and stakeholder communications related to airspace actions.
Basic Qualifications:
- 10 plus years previous FAA Air Traffic Controller 2152 experience in a Terminal or Enroute facility.
- National Airspace System and FAA Directives: extensive knowledge of the NAS and FAA Directives.
- Planning: conduct efficient, organized data gathering and data analysis and must be able to develop reports, establish schedules, and conduct studies.
- Communications: must accomplish clear and concise general and technical writing, prepare and conduct effective technical presentations, provide thorough project monitoring and reporting, and tactfully coordinate with a variety of project stakeholders, peers and management levels.
- Administrative: provides organized documentation, and has an awareness of general documentation systems.
Desired Skills:
- Previous experience at a level 10/11/12 Air Traffic Control facility will receive preference. BA/BS degree from an accredited college. FAA management and/or Staff experience.

Pay Range:
Pay Range $92,300.00 - $166,850.00
