Oracle is seeking a License Migration Specialist to support the Department of War (DoW) Enterprise Software Initiative (ESI) contract. This role will be responsible for assessing, planning, and executing Oracle license migrations, metric expansions, support reinstatements, and Unlimited License Agreement (ULA) transitions while ensuring customers maximize the benefits available through the ESI program.
The specialist will serve as a trusted advisor to government customers, Oracle Sales, Support Renewals, Deal Management, Government Contract Compliance, and Licensing teams to ensure all migrations are executed accurately, compliantly, and with minimal disruption to customer operations.
Internal Responsibilities
Key Responsibilities
Review existing Oracle license estates and identify opportunities to migrate customers to ESI licensing benefits and improved licensing metrics.
Conduct detailed license assessments including:
Develop migration strategies that preserve customer investments while expanding licensing flexibility and contract benefits.
Evaluate Named User Plus (NUP) to Processor conversions and other licensing metric transformations.
Assess support status and coordinate support reinstatement activities when required prior to migration.
Analyze product model upgrades, edition changes, and license upgrades to move customers to less restrictive licensing structures.
Ensure license set integrity by validating that dependent programs and related technologies are migrated appropriately.
Support ULA lifecycle activities including:
ULA assessments
ULA amendments
Certification planning
Product entitlement reviews
Growth forecasting
End-user definition reviews
Bill of Materials validation
Coordinate with Oracle Support Renewals teams to preserve support streams during migrations and ULA transitions.
Partner with Government Contract Compliance and Legal teams to ensure all migrations comply with ESI contractual requirements.
Develop customer-facing recommendations and migration roadmaps.
Maintain documentation supporting migration decisions, entitlement reviews, and licensing analyses.
Participate in customer meetings and provide licensing expertise during contract renewal and expansion discussions.
Required Qualifications
5+ years of Oracle licensing, asset management, contract management, software compliance, or related experience.
Strong understanding of Oracle licensing models including:
Experience supporting license migrations, support reinstatements, or licensing optimization initiatives.
Knowledge of Oracle Unlimited License Agreements (ULAs) and certification processes.
Ability to interpret contractual licensing terms and technical support policies.
Strong analytical and problem-solving skills.
Excellent communication and customer-facing presentation skills.
Preferred Qualifications
Experience supporting U.S. Federal Government customers.
Knowledge of Department of Defense acquisition environments.
Experience with Enterprise License Agreements, ULAs, and large-scale software asset management programs.
Familiarity with Oracle ESI, GSA, JWCC, or Federal contract vehicles.
