The Portfolio Controls Strategy Lead is responsible for establishing and governing the portfolio-level framework for cost, schedule, delivery performance and risk management across OCI’s Data Center Program.
Reporting within the Chief of Staff (CoS) Portfolio Governance organization, this role provides leadership visibility into portfolio health by connecting cost performance, schedule execution, delivery risk, milestone attainment, and business outcomes. The role develops the standards, analytics, reporting frameworks, and executive narratives that enable informed portfolio decisions and proactive risk management.
Working cross-functionally with PMO Integration, E2E Program, Finance, Site Project Controls, Construction, Design, Commissioning, Operations, and Reporting Automation teams, this position drives consistency in how portfolio performance is measured, communicated, and acted upon. This is a portfolio governance and strategic controls role. Site teams retain ownership of source schedules, cost forecasts, and execution plans, while PMO Integration owns operational processes, adoption, and follow-through.

• Establish and maintain the portfolio governance framework for cost, schedule, and delivery performance.
• Define portfolio-level KPIs, reporting standards, variance thresholds, forecast confidence measures, and
performance indicators.
• Drive consistency in portfolio performance measurement across programs, campuses, and leadership
reviews.
• Partner with PMO Integration to operationalize governance standards through delivery processes and tools.
Portfolio Performance & Risk Analysis
• Develop integrated portfolio views that connect schedule performance, cost trends and delivery risks
• Identify systemic trends, emerging risks, and opportunities across programs and campuses.
• Assess the impact of delays, acceleration strategies, sequencing changes, and recovery plans on cost, schedule, and business objectives.
• Support executive prioritization and recovery decisions through data-driven analysis.
Cost & Financial Performance
• Establish portfolio-level cost visibility and reporting frameworks.
• Analyze cost trends, forecast performance, variance drivers, and financial risk.
• Partner with Finance and Business Operations teams to connect delivery performance with business and financial outcomes.

• Monitor milestone performance, critical path trends, RFS risk, dependency impacts, and recovery

Qualifications:
• Bachelor’s degree in construction management, or a related field.
• Minimum of 6 years of experience in program / project management (data center infrastructure preferred)
• Proven track record of successfully developing construction programs
• Strong understanding of construction processes, quality control, and design coordination.
• Excellent communication, leadership, and problem-solving skills.
• Ability to work effectively with diverse teams and stakeholders.
