Program Summary
KBR leads the government services world contingency market by providing responsive, full-service logistics support to forces deployed around the world under the Logistics Civil Augmentation Program contract (LOGCAP). KBR’s enduring mission support of the LOGCAP program dates back to 1992 when we served as the contract’s original prime contractor. Today, we have a workforce of over 6,000 people representing 40 nationalities who perform work on the contract in 14 countries.
Job Summary
As the Deputy Task Order Manager – Supply, you will analyze program activities such as acquisition program planning, proposal pricing, financial management, cost analysis, management techniques, documentation requirements, or network analysis. Further, you will compile and review budgets against actual performance, previous budget figures, estimated revenue, and other data sources to control budgets and provide proper financial decisions.
Roles and Responsibilities
- Exhibit capability in areas of production planning documents, preparing and utilizing databases for cost analysis and financial management, and maintenance of program security requirements in cognizance with ongoing program changes.
- Aid in developing and implementing strategies to achieve program objectives safely and within agreed time, cost, technical, quality, and other performance criteria.
- Participate in the control of costs and schedules on contracts requiring validated cost schedule control system.
- Perform analyses and prepare reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
- Participate in the preparation of budgets and schedules for all contract work and perform and/or assist in financial analyses such as funding profiles, sales outlook, and variance analysis.
- Ensure adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.
- Incorporate contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.
- Develop plans, including budgets and schedules, to meet contractual/project requirements for several major portions of a program.
- Support the customer program manager in executing their mission as a single point of integrative responsibility to ensure that everything in the program is managed effectively for a successful project outcome.
- Supervise the supply support for all track and wheeled vehicles and accessory equipment.
- Report on, implement and manage supply procedures and interpret regulations.
- Requisition, receipt, store, issue, distribute, and retrograde supplies in support of the Care of Supplies in Storage (COIS) and maintenance operations.
- Standardize supply discipline and ensure compliance with Department of the Army supply policy and procedures.
- Provide support to the PM in program progress reviews and other performance reviews.
- Assist in creating/briefing higher level executive agency system acquisition or program summary reports.
- Analyze business or operating procedures to devise the most efficient methods of accomplishing work.
- Plan studies of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis.
- Gather and organize information on problems or procedures including present operating procedures.
- Analyze data gathered, develop information, and consider all available solutions or alternate methods of proceeding.
- Organize and document findings from studies and prepare recommendations for implementation of new systems, procedures, or organizational changes.
- Confer with personnel concerned to assure smooth functioning of newly implemented systems or procedures.
- Install new systems and train personnel in application.
- Conduct operational effectiveness reviews to ensure functional or project systems are applied as designed and functioning satisfactorily.
- Develop or update functional or operating manuals outlining established methods of performing work in accordance with organizational policy.
- Influence the strategy to address internal or external business and regulatory/compliance issues.
- Proactively identify and solve the most complex problems that impact the management and direction of the business for assigned Group.
- Guide multidisciplinary projects or initiatives.
- Influence internal/external customers and/or industry issues that have an impact on the business.
- Make recommendations to customers for changes to standards and requirements.
- Mentor and advise teams on highly visible multi-disciplinary projects or initiatives; provide thought leadership.
- Impact Division/Group direction through the development of innovative services or products.
- Collaborate with senior management, customers, governmental agencies, regulators, or vendors to influence decisions.
- Manage a small team of direct reports.
- To a limited extent, be responsible for staffing levels and budgets.
- Act as the primary customer contact for the assigned area of responsibility.
- Perform other duties as assigned.
Basic Qualifications
- Requires Bachelor’s Degree and at least 15 years of experience.
- Requires broad and comprehensive expertise in leading-edge theories, techniques, and/or technologies within own job family and/or its related disciplines.
- Must have at least 15 years of experience with the Global Combat Support System Army (GCSS-A).
- Must have expertise in DOD, Agency, and/or industry standards and engineering requirements.
- Requires a valid passport with at least 12 months of validity and 6 blank pages.
Preferred Qualifications
- Master’s Degree.
- PMP or similar certification.
- Recognized as an external (Industry) thought leader within a strategic family or discipline.
- Recognized as an individual with advanced expertise which may span multiple disciplines.
