Program Summary
KBR leads the government services world contingency market by providing responsive, full-service logistics support to forces deployed around the world under the Logistics Civil Augmentation Program contract (LOGCAP). KBR’s enduring mission support of the LOGCAP program dates back to 1992 when we served as the contract’s original prime contractor. Today, we have a workforce of over 6,000 people representing 40 nationalities who perform work on the contract in 14 countries.
Job Summary
As a Deputy Task Order Manager – Maintenance, you will analyze program activities such as acquisition program planning, proposal pricing, financial management, cost analysis, management techniques, documentation requirements, or network analysis. You will be responsible for production planning documents, preparing and utilizing databases for cost analysis and financial management, and maintenance of program security requirements in cognizance with ongoing program changes.
Roles and Responsibilities
- Compile and review budgets against actual performance, previous budget figures, estimated revenue, and other data sources to control budgets and provide proper financial decisions.
- Aid in developing and implementing strategies to achieve program objectives safely and within agreed time, cost, technical, quality, and other performance criteria.
- Develop acquisition strategies/plans and other statutory/regulatory documentation (writing, editing, cross-walking, and compliance checking), briefings and white papers supporting acquisition decisions at each of the milestones.
- Participate in the control of costs and schedules on contracts requiring validated cost schedule control system.
- Supervise the maintenance and repair of all track and wheeled vehicles and accessory equipment.
- Report on, implement and manage supply procedures and interpret regulations.
- Manage the maintenance management reviews, Equipment Status Reporting, review DA Form 5988Es for all equipment, and perform related support tasks.
- Direct maintenance employees in all maintenance tasks and inspect systems to ensure all maintenance actions are completed.
- Responsible for the operational and combat readiness of all track vehicles, wheeled vehicles, ground support equipment, and weapon systems.
- Perform analyses and prepare reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
- Participate in the preparation of budgets and schedules for all contract work and perform and/or assist in financial analyses such as funding profiles, sales outlook, and variance analysis.
- Ensure adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.
- Incorporate contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.
- Develop plans, including budgets and schedules, to meet contractual/project requirements for several major portions of a program.
- Support the customer program manager in executing their mission as single point of integrative responsibility needed.
- Ensure that everything in the program is managed effectively to produce successful project outcomes.
- Provide support to the Program/Project Manager in program progress reviews and other performance reviews.
- Assist as necessary in creating/briefing higher level executive agency system acquisition or program summary reports.
- Analyze business or operating procedures to devise the most efficient methods of accomplishing work.
- Assist in the development of organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis.
- Gather and organize information on problems or procedures including present operating procedures.
- Analyze data gathered, organize information, and consider all available solutions or alternate methods of proceeding.
- Organize and document findings of studies and prepare recommendations for implementation of new systems, procedures, or organizational changes.
- Confer with personnel concerned to assure smooth functioning of newly implemented systems or procedures.
- As necessary, install new systems and train personnel on related applications.
- Conduct operational effectiveness reviews to ensure functional or project systems are applied as designed and functioning satisfactorily.
- Develop or update functional or operating manuals outlining established methods of performing work in accordance with organizational policy.
- Influence the strategy to address internal or external business and regulatory/compliance issues.
- Participate in the development of strategy.
- Proactively identify and solve the most complex problems that impact the management and direction of the business for assigned Group.
- Guide multidisciplinary projects or initiatives.
- Influences internal/external customers and/or industry issues that have an impact on the business.
- Make recommendations to customers for changes to standards and requirements.
- Mentor and advise teams on highly visible multi-disciplinary projects or initiatives.
- Provide thought leadership.
- Develop and use ground-breaking methods to achieve results beyond existing solutions.
- Impact Division/Group direction through the development of innovative services or products.
- Collaborate with senior management, customers, governmental agencies, regulators, or vendors to influence decisions.
- May have formal, but limited, supervision of team members at a Department level to include verification of time cards, oversight of daily tasks/schedules and input into performance appraisals.
- May have resource responsibility such as staffing levels and budgets.
- May be the primary customer contact for assigned area of responsibility.
- Perform other duties as assigned.
Basic Qualifications
- Must have a Bachelor’s Degree and at least 15 years of directly related experience.
- Must be recognized as an external (Industry) thought leader within a strategic family or discipline.
- Must be recognized as an individual with advanced expertise which may span multiple disciplines.
- Must have at least 15 years of experience with the Global Combat Support System Army (GCSS-A).
- Requires broad and comprehensive expertise in leading-edge theories, techniques, and/or technologies within own job family and/or its related disciplines.
- Requires expertise in DOD, Agency, and/or industry standards and engineering requirements
- Requires a valid passport with at least 12 months of validity and 6 blank pages.
Preferred Qualifications
- Master’s Degree.
- PMP or similar management certifications.
- Six Sigma certifications.
