This is a hybrid role requiring working 3 days per week from the office. Candidates must reside within 25 miles of Hartford, CT or Scottsdale, AZ.
Position Summary
The Senior Manager, Strategic Programs Business Solutions Liaison is a senior individual contributor within Medicare business who leads the business-side delivery of complex, technology-enabled initiatives. This role combines business analysis and project management to translate strategic priorities into clear requirements, drive cross-functional execution, and ensure solutions deliver measurable operational value.
Embedded within the business, this role serves as a primary liaison across business stakeholders, enterprise IT teams, and external vendor partners. The Senior Manager brings structure, visibility, and accountability to solution design, issue resolution, and implementation, with a focus on C-SNP Condition Verification processes and other strategic business initiatives as needed.
Key Responsibilities
- Lead the business-side delivery of complex technical and operational initiatives from scoping through implementation and stabilization
- Translate strategic business priorities into actionable requirements, business process needs, delivery plans, and decision-ready recommendations
- Serve as the primary business liaison across internal stakeholders, enterprise IT teams, and external vendor partners
- Manage business production support for assigned initiatives, including issue triage, defect tracking, root cause analysis, and resolution follow-through
- Monitor recurring system and process issues, identify patterns, and recommend improvements that strengthen performance, reliability, and business outcomes
- Build and maintain business process flows, operating frameworks, and executive-ready materials that support stakeholder alignment and decision-making
- Facilitate cross-functional collaboration to ensure solutions are delivered on time, aligned to business needs, and adopted effectively by stakeholders
- Communicate project status, risks, dependencies, tradeoffs, and recommendations clearly to both technical and non-technical audiences
- Ensure solutions align with business priorities, compliance expectations, and operational requirements within a regulated Medicare environment
- Proactively manage timelines, risks, open issues, and execution barriers to maintain momentum and support successful outcomes
- Apply strong judgment, persistence, and analytical rigor to investigate complex issues and drive practical resolution
Qualifications
- Minimum 5-8 Years experience supporting Medicare Advantage, Special Needs Plans, Medicaid, or adjacent healthcare programs, with strong understanding of business operations and cross-functional delivery needs
- Demonstrated success leading cross-functional initiatives involving business stakeholders, enterprise systems, and technology partners
- Strong experience translating business needs into structured requirements, implementation plans, and operationally viable solutions
- Proven ability to influence across teams, manage ambiguity, and drive progress without direct authority
- Strong analytical, problem-solving, and root cause analysis skills, including experience supporting defect management and production issue resolution
- Strong written and verbal communication skills, including experience tailoring updates for leadership, operational teams, and technical partners
- Experience with business process improvement, operational transformation, and stakeholder alignment
Preferred Qualifications
- Experience supporting C-SNP, Condition Verification, or other population-specific operational programs
- Familiarity with vendor-supported platforms and business-owned technology implementations
- Experience developing process documentation, business workflows, and executive presentation materials
Pay Range
The typical pay range for this role is:
$75,400.00 - $182,549.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
