Oracle Cloud Infrastructure Networking provides the foundation for customers to run mission-critical workloads at global cloud scale.
Within OCI Networking Data Plane, the Fleet Management and Workload Orchestration team builds the common platform used to deploy, operate, and scale OCI Networking services worldwide. The platform provides fleet lifecycle management, workload placement, deployment automation, capacity expansion, and infrastructure orchestration.
We are seeking a Principal Technical Program Manager to own delivery of strategic platform initiatives. This is a senior individual-contributor role for a technically credible, self-directed leader who turns ambiguous objectives into clear strategies and executable plans. You will work across engineering, architecture, operations, capacity, and infrastructure organizations to deliver reliable, scalable capabilities that improve how OCI Networking services are built and operated.

Own the strategy, planning, and execution of complex, multi-quarter technical programs for the Fleet Management and Workload Orchestration platform.
Translate organizational priorities into well-defined program scope, outcomes, milestones, ownership, dependencies, and success measures.
Develop an informed point of view on technical and operational tradeoffs; recommend a path forward based on reliability, scalability, delivery risk, customer impact, and long-term platform value.
Partner with engineering and architecture leaders to align platform roadmaps with service needs and OCI-wide infrastructure priorities.
Drive delivery across teams responsible for networking services, distributed systems, capacity, deployment, observability, operations, and infrastructure.
Anticipate issues before they become escalations by identifying risks, resource constraints, sequencing conflicts, and decision gaps early.
Lead resolution of complex dependencies and blockers; escalate only when leadership action is required, with concise options and a clear recommendation.
Establish effective operating mechanisms, including program reviews, decision records, dependency tracking, risk management, metrics, and leadership communications.
Ensure that production readiness—including rollout, reliability, operational processes, monitoring, and change-management needs—is incorporated into program plans from the outset.
Use operational learnings and delivery outcomes to improve platform capabilities, execution practices, and the organization’s ability to scale.
Build trusted relationships across OCI and influence outcomes without direct authority.
Required Qualifications
8+ years of experience in technical program management, engineering program management, product operations, or a related role supporting cloud infrastructure, distributed systems, or platform services.
Demonstrated experience independently leading ambiguous, cross-organizational technical programs from problem definition through production delivery.
Strong technical understanding of distributed systems, cloud infrastructure, service deployment, orchestration, and operational readiness.
Experience managing programs with complex technical dependencies, multi-team roadmaps, competing priorities, and high operational impact.
Proven strategic thinking: able to connect immediate execution choices to broader platform direction and long-term organizational outcomes.
High ownership mentality, sound judgment, and a consistent bias for action.
Ability to analyze complex information, use data to identify delivery risk, and communicate relevant insights clearly.
Excellent written and verbal communication skills, including the ability to tailor technical information for engineering teams and senior leadership.
Bachelor’s degree in Computer Science, Engineering, or a related technical discipline, or equivalent practical experience.
Preferred Qualifications
Experience with networking infrastructure, network services, data-plane platforms, or network configuration management.
Experience with fleet management, workload scheduling or placement, deployment automation, capacity planning, or infrastructure orchestration.
Familiarity with highly available, multi-tenant cloud services; CI/CD; release automation; observability; and reliability engineering.
Experience leading production rollouts, operational-readiness reviews, incident follow-up, or continuous-improvement programs.
Experience working with globally distributed engineering and operations organizations.
