The OCI Supply Chain Organization is responsible for delivering the global logistics network that powers Oracle Cloud Infrastructure. The Orders & Logistics team manages transportation strategy, carrier operations, freight execution, and cross-functional supply chain programs that enable the timely deployment of cloud infrastructure across Oracle's global data center footprint.
Oracle Cloud Infrastructure is seeking an experienced Order Fulfillment / Logistics Program Manager to lead strategic transportation operations and global logistics initiatives supporting OCI's rapidly expanding infrastructure network. This role serves as a transportation subject matter expert, driving operational excellence across domestic and international freight movements while partnering with cross-functional organizations to deliver scalable transportation solutions.
The successful candidate will have deep expertise in transportation management systems, carrier management, logistics operations, supplier performance, and end-to-end program management. This position plays a key role in supporting OCI's accelerated growth, large-scale infrastructure deployments, and continuous improvement initiatives through data-driven decision-making and AI-enabled analytics.

- Assess multi-procurement supply chain models and identify optimal logistics network solutions.
- Design commercially and operationally scalable solutions that support Oracle’s hyper-scale growth.

Cost Control
- Maintain financial control and visibility across transcontinental, parcel, warehousing and freight spend.
- Analyze supplier charges, rates, surcharges, volumes and service mix to identify variances and cost leakage.
- Reconcile invoices and identify recovery, savings and renegotiation opportunities.
- Provide recurring reporting and scenario analysis on trends, exceptions, financial exposure and corrective actions.
- Support stakeholders with commercial insight, including analytical support for logistics activities.
Freight Tariff Management and Control
- Review and approve supplier quotations against agreed tariffs, service requirements and contractual terms.
- Challenge unsupported, exceptional or non-compliant charges.
- Maintain an auditable approval trail for material pricing exceptions.
- Benchmark supplier rates across lanes, modes and services to assess competitiveness and support negotiations to drive cost-reduction opportunities.
MSA and Contract Business Development
- Develop and maintain SOWs, SOPs and contractual frameworks for key freight suppliers.
- Define clear scope, service levels, pricing principles, responsibilities, controls and performance expectations.
- Drive consistent commercial and operating standards across multiple providers.
- Support local requirements, risk management, capacity planning and contractual updates.
- Identify and drive continuous supplier performance and service improvement opportunities.
Supplier Program Management
- Coordinate initiatives across a multi-supplier supply chain.
- Standardize program governance, processes and supplier management activities.
- Coordinate supplier scorecards and performance tracking.
- Lead and align quarterly business reviews across suppliers.
- Ensure cross-supplier initiatives are consistently managed and executed.
Preferred Qualifications
Bachelor's degree in Supply Chain Management, Logistics, Business, Engineering, or a related discipline.
8+ years of experience in transportation, logistics, supply chain operations, or global freight management.
Experience managing domestic and international transportation networks supporting large-scale technology or manufacturing operations.
Deep knowledge of transportation management systems, preferably Oracle Transportation Management (OTM).
Experience supporting global data center, cloud infrastructure, or high-tech supply chains is highly desirable.
