The Strategic Technology Analysis Group (STAG), part of System Planning and Analysis Inc.’s Space and Intelligence Division, offers sophisticated capabilities (people, process & tools) to resolve unique problems in space, cyber, and special operations in support to military services, Secretary of Defense offices (OSD) and theater warfighters. Our portfolio includes the Assistant Secretary of Air Force for Space Acquisition & Integration (SAF/SQ), Joint Warfare Analysis Center (JWAC), Space Security and Defense Program (SSDP), National Space Defense Center (NSDC), Space Warfighting Analysis Center (SWAC), Strategic Capabilities Office (SCO), US Space Command (USSPACECOM) and US Space Force (USSF). SPA has an immediate need for a highly qualified Protected SATCOM Analyst to work at HQ SpOC, Peterson Space Force Base, Colorado Springs, CO in the SATCOM Mission Area Team Strategic Branch.
Responsibilities:
The SpOC mission is to Generate and Improve Combat-Ready Space Forces, Source and Provide Combat-Ready Forces for Services and Combatant Commands, and to Serve as Combat Force Proponent: Advocate for Space Power from Future Force to Fielded Force. The SpOC mission is to generate, present, and sustain combat-ready intelligence, cyber, space and combat support forces and serves as the USSF Service Component to USSPACECOM. The SATCOM Mission Area Team’s (MAT) mission is to enhance forces with resilient, persistent, survivable, and highly mobile military and commercial space-based satellite communications (SATCOM).
- Provide Systems Engineering and Technical Assistance (SETA) and subject matter expertise (SME) for the Satellite Communications (SATCOM) Mission Area Team (MAT) for Protected SATCOM systems to include but not limited to: Milstar, Advanced EHF, Evolved Strategic SATCOM (ESS), Enhanced Polar System (EPS), EPS-Recapitalization (EPS-R), Teleports, and Gateways. The contractor shall apply broad and comprehensive technical knowledge of SATCOM principles and operations using unclassified and classified systems.
- Support Functional Area Managers (FAM) and Weapon System Leads for USSF Command and Control (C2) operations units through review and providing recommendations for the Generation, Presentation, and Sustainment of Space Operational Forces; Provide technical expertise and recommendations in developing/reviewing policy regarding oversight of unit personnel and equipment using the Defense Readiness and Reporting System (DRRS); implement and update USSF Readiness Reporting for mission essential tasks (METs), publishing mission directives, validating monthly Mission Essential Task List (METL) assessments; support the development of Unit Type Codes (UTCs); developing criteria for and monitoring readiness reporting; force posturing, analysis and execution activities. Also assist in developing, reviewing, coordinating, and presenting readiness briefings in support of HQ USSF and SpOC senior leadership.
- Provide support through document review, analysis, and recommendations relative to USSF/SpOC support of Nuclear Command, Control and Communication (NC3) operations.
- Support the authorization or review of Concepts of Operations (CONOPS) documents for SATCOM C2 systems.
- Collect and analyze inputs for resource adjustments to the Planning, Programming, Budgeting, and Execution (PPBE) as requested, including Program Objective Memorandum (POM), Financial Execution Plans, and other budget drills for the advocacy on resource adjustments for the SATCOM Program Objective Memorandum (POM) submission and assist with development, review and recommendation of execution year funding efforts, including Unfunded Requirements (UFR), Budget Execution Review and end of year funding.
- Support Operational Acceptance, Initial Operational Capability (IOC)/Full Operational Capability (FOC) declaration, and modification management of current and/or future USSF C2 mission capabilities in accordance with established USSF procedures.
- Track and provide reviews and comments via the Task Management Tool (TMT) from congressional, Services, combatant commands, field commands, and other entities.
Qualifications:
- Bachelor’s degree (relevant experience may substitute for degree)
- Five+ years’ relevant SATCOM experience
- Top Secret with current SCI eligibility
