Overview
The Divisional Fleet Manager serves as the primary Fleet business partner and operational owner for an assigned Industry Group or business portfolio. The role translates ABM’s enterprise Fleet strategy, policies, sourcing decisions, and standards into consistent execution within the assigned portfolio. The position works directly with Industry Group Presidents, their direct reports, and regional Operations leaders, including Regional Vice Presidents, to anticipate vehicle needs, manage fleet activity, resolve escalations, and deliver portfolio-specific Fleet programs.
The Divisional Fleet Manager is accountable for the process and the answer, even when a supplier owns the underlying problem. The role is expected to know the status, identify constraints, drive the next action, and communicate directly with Operations without functioning primarily as a pass-through to the fleet management company or another supplier.

Pay: $92,000.00 - $115,000.00/yr

Responsibilities
1. Industry Group Fleet Partnership
Serve as the primary Fleet leader and first point of contact for the assigned Industry Group or business portfolio, developing trusted relationships with Industry Group executives, and regional, area, and branch leadership.
Participate in RVP, pod, and other operating calls as appropriate; communicate Fleet status, risks, decisions, and recommendations, and represent Fleet independently within established policies and delegated authority.
Maintain a detailed understanding of the assigned portfolio’s operating model, client commitments, vehicle applications, seasonality, geographic requirements, and anticipated vehicle demand.
Establish a proactive operating rhythm with Operations leadership to anticipate vehicle needs, review performance, address emerging risks, and drive timely decisions rather than relying solely on incoming cases and escalations.
2. Fleet Operations and Execution
Led fleet operations process transformation initiatives across multiple locations, streamlining workflows, and to enhance operational efficiency.
Drive end-to-end fleet operations process transformation standardizing maintenance, procurement, and compliance procedures to improve service levels and cost performance across the division
Own end-to-end execution of vehicle acquisition activity for the assigned portfolio, including demand validation, approval coordination, vehicle and equipment specifications within established standards, ordering, upfitting, assignment, delivery, onboarding, activation, and status communication.
Execute replacement, transfer, redeployment, disposal, offboarding, and inventory-removal activity in accordance with enterprise lifecycle, utilization, sourcing, and approval standards.
Review and approve maintenance and repair requests within delegated authority; manage downtime, evaluate repair-versus-replace considerations, and escalate decisions that exceed established financial, operational, or policy thresholds.
Coordinate short-term rentals and other temporary mobility solutions when required to protect operational continuity, while monitoring duration, cost, and replacement or repair status to prevent unnecessary extensions.
Manage registration, title, fuel card, toll, branding, and vehicle-assignment matters for the assigned portfolio, including business coordination, exception resolution, and timely closure.
Supplier and Upfitter Coordination
Work directly with the fleet management company, dealers, OEMs, upfitters, repair providers, rental suppliers, transport providers, and other partners to move work for the assigned portfolio through completion.
Track vehicle production, shipment, upfit, delivery, maintenance, repair, transport, and other supplier milestones; validate status information, identify delays early, and establish corrective actions, accountable owners, and completion dates.
Own day-to-day supplier follow-up and operational communication for the assigned portfolio, ensuring that supplier responses are complete, accurate, and translated into clear updates and next actions for Operations.
Provide enterprise supplier owners with documented performance feedback, service failures, recurring issue patterns, and opportunities for improvement.
Escalate material supplier-performance or commercial issues to Fleet leadership with a clear fact base, business impact, actions taken, and recommended resolution.
Operate within established contracts, pricing structures, sourcing strategies, and delegated authority; refer proposed commercial, contractual, or enterprise supplier changes to Fleet and Procurement leadership.
Fleet Programs and Initiatives
Lead execution of enterprise Fleet programs within the assigned portfolio, including replacement waves, utilization remediation, maintenance compliance, vehicle standardization, fuel controls, and Fleet policy adoption.
Use telematics data and other Fleet information to support utilization decisions, maintenance and downtime management, lifecycle planning, fuel-cost control, and identification of operational exceptions.
Evaluate Fleet program decisions using both Fleet data and the broader economic and operational context of the assigned portfolio, recognizing that contract outlook, client commitments, revenue considerations, service requirements, business growth or contraction, and operational continuity may not be fully reflected in Fleet systems.
Develop portfolio-specific implementation plans, stakeholder communications, milestones, responsibilities, and follow-up routines to achieve enterprise objectives.
Identify portfolio-specific operational, contractual, labor, customer, or site-access constraints that may affect Fleet program execution, and coordinate their resolution with Fleet leadership and the appropriate cross-functional partners.
Lead assigned pilots, supplier implementations, process changes, and other Fleet initiatives within the portfolio, driving actions and deliverables through completion.
Coordinate the transition of implemented programs to the designated long-term process owner when ongoing administration, compliance monitoring, or enforcement resides elsewhere.
Performance, Accountability, and Issue Resolution
Maintain accurate and timely visibility into open orders, deliveries, upfits, maintenance events, downtime, rentals, replacements, utilization exceptions, compliance items, and escalations across the assigned portfolio.
Manage routine matters from intake through verified resolution, including investigation, coordination, stakeholder follow-up, documentation, and closure.
Use enterprise dashboards, reports, system data, and operational feedback to identify emerging risks, aging items, performance gaps, and opportunities for corrective action.
Intervene proactively when milestones are missed, commitments are unclear, issues remain unresolved, or operational or financial exposure is increasing.
Provide concise, decision-oriented reporting to Fleet and Operations leadership, with clear owners, due dates, business impacts, decisions required, and next actions.
Escalate matters requiring policy interpretation, significant financial authorization, enterprise supplier intervention, legal or labor review, or executive leadership action, while retaining responsibility for coordination, status communication, and follow-through until final resolution.
Governance and Enterprise Alignment
Execute portfolio responsibilities in accordance with ABM’s enterprise Fleet policies, vehicle classifications, sourcing strategies, supplier agreements, approval authorities, lifecycle rules, safety requirements, and financial controls.
Follow established approval processes and elevate proposed exceptions to Fleet leadership for review and direction.
Partner with centralized Fleet resources responsible for analytics, reporting, systems, data governance, fuel oversight, selected compliance programs, and enterprise supplier management, while remaining accountable for applying those capabilities within the assigned portfolio.
Maintain accurate, complete, and timely portfolio data in ServiceNow, fleet management company platforms, telematics systems, and other designated systems of record.
Document recurring workflows, decision rules, exceptions, and portfolio-specific operating requirements; recommend opportunities to standardize, simplify, or strengthen enterprise processes.
Identify recurring portfolio issues or supplier-performance patterns that may require changes to enterprise policy, standards, controls, sourcing strategies, or service delivery.
Maintain audit readiness, support internal controls, reinforce policy compliance, and drive consistent execution across the assigned portfolio.
Operate as an individual contributor, leading through influence, subject-matter expertise, operational ownership, and cross-functional coordination.
Qualifications
Bachelor’s degree in business, supply chain, operations, finance, or a related field; a master’s-level degree is preferred.
6 + years of progressively responsible Fleet management experience, preferably within a large, multi-state, or geographically distributed organization.
Demonstrated experience serving as a functional business partner to senior executives, including Presidents, Senior Vice Presidents, Regional Vice Presidents, or comparable business leaders, with responsibility for developing recommendations, influencing decisions, resolving complex operational issues, and translating enterprise strategy into business execution.
Experience working directly with Executives and senior Operations or business leaders and translating enterprise policies and standards into practical field execution.
Demonstrated ability to evaluate Fleet decisions using operational requirements, cost information, business economics, and available data.
Experience working with fleet management companies, OEMs, dealers, upfitters, maintenance providers, rental suppliers, or other Fleet service providers strongly preferred.
Certified Automotive Fleet Manager (CAFM) credential preferred.
