Job Summary
Join a dynamic team supporting the U.S. Army’s Integrated Fires and Mission Command Office. As a Foreign Military Sales Analyst, you’ll play a key role in advancing international defense partnerships through technical and programmatic expertise in missile systems and acquisition planning.
Roles and Responsibilities
FMS Case Development responsibilities:
• Assist in writing, modifying, and amending FMS Cases in DSAMS.
• Assist in the drafting of Letters of Request (LOR) for Letter of Offer and Acceptance (DSAMS)
Logistics responsibilities:
• Coordinate and track all shipments of material to and from country.
• Manage and track the Return and Repair process for all program related material.
• Manage and track the ordering, prioritization, and shipments of critical/urgent spare part requirements.
• Analyze and plan international transportation initiatives in accordance with US Army policy, AECA, ITAR, etc.
• Systems Used: CISIL, WebFLIS, WebROR, SCIP, IGC, EFTS
Support responsibilities:
• Track and coordinate all actions items and taskers for SAMD and other US entities related to the program.
• Working knowledge of Army business processes and regulations regarding FMS funds and case execution.
• Support Program Management Reviews (PMRs), Working Level Meetings (WLMs) and recurring internal meetings.
• Analyze program budgeting activities, such as transaction analysis, transaction processing, data analysis, data summarization, financial management, and cost/budget analysis related to government programs.
Documentation & Compliance
• Develop and maintain acquisition documents including Travel Data Sheets, IMS, SOW, CDRL, CWBS.
• Ensure compliance with FAR, DFARS, and Other Transaction Authorities (OTA) through research and analysis.
Stakeholder Engagement
• Liaise regularly with internal and external stakeholders to resolve program-related issues.
• Prepare and support meetings, working groups, and conferences with reports, briefings, and minutes.
Lifecycle & Case Management
• Support all phases of the FMS case lifecycle: pre-case development, execution, reconciliation, and closure.
• Assist in the development of Letters of Request (LOR), Letters of Offer and Acceptance (LOA), and Price & Availability (P&A) documentation.
• Monitor program activities across lifecycle phases: requirements, design, testing, production, fielding, and operations.
Basic Qualifications
• Minimum of 2 years of DSAM Case writing experience.
• U.S. Citizenship and eligibility for a Final Secret Clearance are required.
• Bachelor’s degree with 2 years of experience in Security Assistance or a related field.
• In lieu of a degree, up to 6 years of relevant experience may be considered.
Preferred Qualifications
• Experience with DoD weapons and missile systems.
• Prior experience in FMS acquisition and contracting is highly desirable.
• Familiarity with program management principles, practices, and procedures.
