Job Summary
Join a high-impact team supporting the U.S. Army’s Integrated Fires and Mission Command Office. As an FMS Financial Analyst, you will manage financial execution, reporting, reconciliation, and forecasting activities for international missile and air defense programs. This role requires in-depth knowledge of Army financial systems, DFAS reporting, GFEBS analysis, and funding movements across the FMS case lifecycle. You will prepare financial briefings, support case amendments, monitor expenditures, and ensure full compliance with Security Assistance financial policies.
Roles and Responsibilities
Financial Analysis & Reporting
· Pull, analyze, and reconcile financial reports to support execution, amendments/modifications, funding adjustments, and expenditure tracking.
· Review DD645 (DFAS Billing Reports) for accuracy and country billing validation.
· Evaluate and track Progress Payments and coordinate with DFAS and contracting.
· Review DIFS (Defense Integrated Financial System) data for alignment with FMS execution.
· Pull GFEBS Command Cumulative Reports to validate commitments, obligations, and disbursements.
· Pull GFEBS Detail Reports for transaction-level analysis and reconciliation.
· Analyze Value Added Tax (VAT) charges and ensure proper documentation.
· Review SOMARDs and legacy tools for historical case financial tracking.
Case Execution & Reconciliation
· Review S2K reports, PBAS, and other financial tracking databases.
· Use CISIL and SCIP to monitor requisition financial status and commitments.
· Support FMS case closure with full financial reconciliation and expenditure validation.
· Monitor and update ULO/NULO conditions and coordinate corrections with DFAS and USASAC.
· Verify funding movement tied to LOA amendments and modifications.
Stakeholder Coordination & Briefings
· Create and deliver financial briefings for Program Managers, IPMs, and leadership.
· Coordinate with USASAC, DFAS, AMCOM, and other Army financial entities to resolve discrepancies.
· Provide financial updates for PMRs, WLMs, and internal meetings.
· Track and respond to financial taskers related to DFAS billing, GFEBS issues, and partner inquiries.
Basic Qualifications
· Minimum of 2 years of financial management experience in FMS, DoD, or federal programs.
· U.S. Citizenship and eligibility for a Final Secret Clearance.
· Bachelor’s degree with 2 years of experience in accounting, finance, business, or Security Assistance.
· In lieu of a degree, up to 6 years of relevant financial experience may be considered.
Preferred Qualifications
· Experience with DFAS billing processes, GFEBS analysis, DIFS, CISIL, or SCIP.
· Experience preparing financial briefings for government leadership.
· Understanding of DoD financial regulations, ULO/NULO management, and FMS case reconciliation.
