Oracle America, Inc. seeks a seasoned Business Operations Program Manager (Program Manager 4) to orchestrate complex, cross‑functional initiatives within the OCI Data Center Design & Construction organization. The role operates at the nexus of Business Operations, HR, Finance, Data & Analytics, Recruiting, and Program Management, translating ambiguous leadership priorities into actionable plans and delivering results through influence, consensus‑building, and data‑driven decision making.

Key Responsibilities:
- Cross-Functional Business Operations: Lead complex initiatives requiring coordinated execution across Business Operations, HR, Finance, Data & Analytics, Program Management, Recruiting, and other functional and operational teams. Connect work across organizational boundaries and establish shared objectives, ownership, and execution plans.
- Strategic Execution: Translate leadership priorities and ambiguous business problems into actionable plans. Determine what needs to happen, identify the right stakeholders, establish appropriate operating mechanisms, and drive initiatives from concept through execution without over-relying on established processes.
- Stakeholder Management: Build trusted relationships across functions and organizational levels. Use strong interpersonal skills, credibility, and business judgment to reconcile competing perspectives, build consensus, influence decisions, and move work forward without requiring direct authority.
- Business Operations: Develop and implement operating strategies, business plans, decision frameworks, and mechanisms that improve organizational effectiveness. Identify opportunities to simplify work, remove friction, improve coordination, and enable teams to operate effectively at scale.
- Program Management: Manage multiple medium- to large-scale initiatives simultaneously, maintaining visibility into objectives, owners, dependencies, decisions, milestones, risks, and outcomes. Apply the appropriate level of structure to the problem rather than allowing process to become the objective.
- Data and Business Insights: Partner with data and functional teams to develop metrics, analyses, dashboards, and executive-level insights that clarify business performance and support decision-making. Translate data into actionable recommendations rather than reporting metrics in isolation.
- Organizational Problem Solving: Identify gaps, dependencies, risks, and organizational friction before they become execution failures. Navigate unclear ownership and incomplete information, bring the appropriate teams together, and facilitate pragmatic solutions.
- Leadership Communication: Develop concise executive communications, operating reviews, recommendations, and decision materials. Clearly distinguish facts, assumptions, risks, decisions, and required actions so leaders can make informed decisions quickly.
- Team Leadership: Coach and mentor team members and cross-functional partners. Foster a collaborative operating environment built on accountability, trust, constructive challenge, and shared outcomes.
Job Qualifications:
- Education: Bachelor's degree in Business Administration, Management, Finance, Operations, Computer Science, or a related field.
- Experience: Minimum 5 years of experience in business operations, strategy and operations, program management, or a related function, with demonstrated experience leading complex initiatives across multiple organizations.
- Certifications: PMP, Scrum Master, or other relevant certifications preferred but not required. Demonstrated ability to deliver outcomes in complex environments is more important than adherence to any specific methodology.
