The selected candidate will provide senior-level T&E planning, execution oversight, technical analysis, and decision support to the Government Program Manager, Chief Engineer, and integrated program team.
This role is central to ensuring the weapon system is evaluated against established performance requirements, operational needs, safety considerations, and program objectives. The successful candidate will bring deep defense acquisition T&E experience; a demonstrated ability to lead complex weapon-test programs; and the judgment to identify, communicate, and help resolve technical, schedule, cost, and test-execution risks.
Key Responsibilities:
- Serve as the senior T&E lead and principal advisor for a high-priority air-to-ground weapon acquisition program.
- Develop, maintain, and execute the program’s overall T&E strategy, test plans, integrated schedules, resource requirements, and decision-support products.
- Plan, coordinate, execute, monitor, and assess developmental, operational, qualification, integration, and other weapon-system test activities, as applicable.
- Ensure T&E planning and execution are aligned with program requirements, warfighter needs, engineering maturity, production objectives, and acquisition milestones.
- Lead development, staffing, review, and maintenance of T&E documentation, including Test and Evaluation Strategies, Test and Evaluation Master Plans, Integrated Test Team charters, test plans, test procedures, data-analysis plans, and technical reports.
- Coordinate T&E activities with Government customers, senior leaders, prime contractors, subcontractors, the 96th Test Wing, 728th Test Wing, 53rd Wing, 780th Test Squadron, and other national test ranges and test organizations.
- Lead and participate in T&E Integrated Product Teams, technical interchange meetings, test readiness reviews, safety reviews, configuration-control activities, risk-review boards, and other cross-functional forums.
- Develop and assess test scenarios, mission threads, success criteria, measures of performance, measures of effectiveness, and data-collection approaches required to verify and validate system performance.
- Review and analyze test data, instrumentation results, modeling and simulation outputs, technical reports, and contractor deliverables to identify performance trends, limitations, deficiencies, and anomalies.
- Lead or support root-cause analysis of test anomalies and deficiencies; develop technically sound corrective-action and retest recommendations for Government consideration.
- Maintain T&E risk documentation; identify technical, schedule, resource, range, safety, integration, and data-quality risks; and develop mitigation strategies.
- Provide technical input to program schedules, cost estimates, acquisition strategies, engineering changes, requirements decisions, production planning, and senior-leader engagements with industry.
- Develop concise, decision-ready briefings, issue papers, executive summaries, test-status reports, and recommendations for Government leadership.
- Apply advanced modeling, simulation, digital-engineering, data-integration, and analytical methods to improve test planning, execution, data analysis, and program decision-making.
- Mentor junior test professionals and foster disciplined, integrated, and data-driven T&E practices across the program.
