The Financial Analyst / Program Planning and Control Analyst is an individual contributor position who will contribute to moderately complex aspects of a projects and work independently to determine and develop approaches to problems and develop solutions to meet business objectives. In this role, you will have the opportunity to integrate with a large team of experienced professionals and early career professionals as well as the Program Office, Engineers and potentially external customers.
The Program Planning and Control Analyst participates in the planning, tracking, analysis, and Cost/Schedule reporting on multiple projects of varying contract type, size, complexity, and level of risk. Employee must possess the ability to meet critical deadlines, while producing an accurate product.
In this position, the selected candidate could be responsible for the following:
- Prepares and distributes budgets to budget accountability levels and/or CAMs.
- Prepares and analyzes monthly reporting data for Finance Management and Program Management.
- Prepares schedules for scope and performs and/or assists in financial/schedule analyses such as funding profiles, variance analysis, critical paths, schedule margin, negative float resolution, and schedule integration/risk assessment desired.
- Assist with development of quarterly Estimate At Complete (EAC) evaluations with Mission Managers.
- Prepare monthly and quarterly financial reports with variance analysis for both finance management and program management.
- Support internal and external monthly and quarterly program reviews.
- Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the customer.
- Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.
- Preparation and submittal of invoices, formal contractual CDRLs as well as other customer requests.
- Develop and deliver ad hoc reporting and analysis, both financial and operational, supporting management decision making and performance measurement.
- Evaluating and assisting in creation of capital plans.
- Preparing and reporting indirect variance analysis.
Required Education
Bachelor
Required Years of Experience
Minimum of 4 years of related work experience
Basic Qualifications
- Bachelor's degree in finance, accounting or related field from an accredited college or university.
- Four (4) years of related experience in Finance.
- Familiarity and/or experience with Earned Value Management Customer Reporting.
- Professional working experience with SAP and Deltek ® MPM or Cobra Earned Value Management System or something comparable.
- Proficiency in the MS Office software suite and the ability to quickly learn other tools.
- Familiarity or experience with schedule analysis, such as: Schedule Margin Management experience, Schedule Integration experience, Critical Path Analysis, etc.
- Collaborative experience with program / project management and ad hoc reporting.
Preferred Qualifications
- The ideal candidate should be passionate about the use of technology to solve business problems, including a proficiency in MS Excel, notably pivot tables, formulas and charts.
- Strong verbal and written communication skills, with proven ability to communicate with all levels of management
- Demonstrated ability to think independently and apply proactive behavior to business situations
- Strong analytical and problem solving skills
- Key personal characteristics include: motivation; attention to accuracy; ability to multi-task in a fast paced environment; drive to meet deadlines; ability to deliver a clear/concise message to management based on facts and data; and ability to work as a member of a team
