Scope of Position:
The Development Specialist II plays a pivotal role in the design, coordination, and management of learning initiatives aimed at enhancing employee development and organizational performance. This position supports performance management, organizational development, and program management efforts, while also taking ownership of specific training and development initiatives. As a Level II role within the L&D structure, the Specialist II leads projects of moderate complexity, while assisting senior L&D professionals and management on broader organizational initiatives.
Job Responsibilities:
Learning Program Development:
- Support the creation and management of learning structures, such as competency frameworks and learning paths, for specific departments or functional areas.
- Assist in implementing and maintaining learning management systems (LMS) and digital learning platforms, ensuring they support overall learning goals.
- Support the development of mentorship and coaching programs by coordinating activities and tracking participant progress, while contributing to the larger organizational development strategy.
Performance Management Support:
- Lead training sessions aimed at improving the organization’s performance management processes, including performance reviews and feedback mechanisms.
- Assist with linking learning initiatives to individual development plans (IDPs) and broader performance improvement goals by coordinating with HR and department leads.
- Provide guidance on using performance management tools and systems, supporting employees and managers in understanding how learning aligns with performance metrics.
Organization Development:
- Take the lead on specific organization development projects, such as team development workshops, while supporting larger initiatives led by senior L&D professionals or management.
- Collaborate with HR and leadership to identify organization development needs and assist in the design and implementation of solutions aimed at leadership development, succession planning, and change management.
- Support change management initiatives by helping develop resources, communication plans, and training to prepare employees for organizational changes.
Program Management:
- Manage learning programs, from planning and development through execution and evaluation, ensuring programs are aligned with organizational priorities and delivered on time.
- Take ownership of specific learning projects, such as developing specialized training programs or overseeing a department-specific learning initiative.
- Assist in larger program management efforts by providing support in tracking progress, managing stakeholder expectations, and ensuring the timely delivery of key milestones.
Data and Reporting:
- Collect and analyze data on training effectiveness, participant engagement, and learning outcomes to measure the success of initiatives.
- Lead the reporting process for specific programs, providing insights on program impact and ROI to stakeholders.
- Assist senior L&D staff in developing data-driven recommendations for improving learning programs and performance management.
Training Design and Delivery:
- Lead the design and delivery of training programs tailored to various employee levels and roles, with a focus on improving skills and driving performance.
- Assist senior L&D professionals in developing large-scale or strategic training initiatives by contributing to content development and delivery plans.
- Use instructional design principles to create engaging and effective learning materials, both in-person and through e-learning platforms.
Education and Years of Experience
- Bachelor’s degree in Human Resources, Organizational Development, Business, or a related field. Master’s degree desired. Certifications such as CPLP (Certified Professional in Learning and Performance) or similar desired.
- 5-8 years of experience in learning and development, organizational development, or a related role.
- Experience in managing development programs, organizational development initiatives, or change management projects.
- Experience in collaborating across departments and managing multiple projects simultaneously.
- Experience in eliciting information from subject matter experts and stakeholders to inform the design and development of organizational solutions.
- Experience in analyzing and synthesizing information to identify performance needs and determine appropriate actions or solutions.
Qualifications:
- Strong organizational, communication, and interpersonal skills, with the ability to communicate complex information in a clear and understandable way to diverse audiences.
- Data-Driven with the ability to analyze learning metrics, track ROI, and adjust programs based on data insights.
- Familiarity with Learning Management Systems (LMS), eLearning platforms, and digital learning technologies.
- Commitment to staying current with L&D trends, best practices, and emerging learning technologies.
- Ability to create effective learning solutions using instructional design principles and adult learning theories.

Environmental Factors and/or Physical Requirements: While performing the duties of this job, this
position is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read application/form information. The associate frequently is required to sit, reach with hands and arms, talk and hear.
