This position is an individual contributor, reporting to the Director of Contracts for the DISA IT Business Area.
Leidos is seeking a contracts professional to join our DISA IT contracts team. This is a position in a growing team supporting the several large DISA contracts including Global Solutions Management-Operations (GSM-O) II contract, and Defense Enclave Services (DES) contract. As the prime contractor on these large sole-source IDIQ contracts, Leidos provides IT services through our DISA customer to a huge range of DISA and partner agency users around the world.
In this role as a Contracts Manager, you represent the “selling side” of the procurement interaction. Acting as the authorized Leidos counterpart to a US Government Contracting Officer, you will be responsible for a portfolio of task orders. Your primary objectives will be to build productive working relationships with internal and external customers, to negotiate changes where necessary, and to provide business recommendations and risk assessment regarding contract structure, clauses, requirements, proposals, and performance problem resolution.

In this role we are a critical formal, and informal, engagement point between Leidos and customer stakeholders. A successful Contracts Manager is self-motivated and enjoys exploring the big picture of the business relationship, and how all the pieces fit together, to accomplish the program’s objectives.
Work Location: Work location for this position will be remote, with infrequent business travel to Washington D.C./Baltimore metro area for in-person program reviews. Local candidates to Washington D.C./Baltimore metro area have more frequent opportunities to attend monthly and quarterly program reviews in-person.
Clearance Requirement: Ability to obtain and maintain US Secret clearance
Primary Responsibilities:
- Demonstrate and act in accordance with Leidos Values in every business interaction (integrity, inclusion, innovation, agility, collaboration, and commitment)
- Provide cradle-to-grave contract administration support for Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and Fixed Price Incentive Firm Target (FPIF) Government contracts including RFP analysis, hands-on proposal development including the development of terms and conditions, coordination of appropriate internal reviews, contract negotiation, and contract/task order administration and execution.
- Responsible for overall contract compliance of assigned tasks in accordance with contract requirements, company policy and procedures, and applicable laws.
- Frequently interact (written, oral, and face-to-face) with other contracts and procurement staff, functional peers, program management, and external and internal customers.
- Daily use of Outlook, Teams, SharePoint, Word, Excel, PowerPoint
Secondary Responsibilities:
- Review and negotiate terms and conditions for Non-Disclosure Agreements (NDAs), teaming agreements (TAs), and Organizational Conflicts of Interest (OCIs) mitigation plans.
- Support audit activities and data requests from internal or external customers
- Stretch assignments for competitive proposal support, and other special projects
Mandatory qualifications for this position:
- Must be a US Citizen
- Ability to obtain and maintain a Secret Clearance
- BA degree and 8 – 12 years of prior relevant experience or Masters with 6 – 10 years of prior relevant experience
- Proficient in Outlook, Teams (or similar online collaboration tool), SharePoint (or similar online collaboration tool), Word, Excel, PowerPoint
- Experience balancing support to, and managing expectations across, high visibility priorities
- Experience working independently as well as part of a Team
- Experience with US Government contracts (FAR / DFARS)
- High quality interpersonal skills to include well developed analytical, communication, and presentation skills
- Experience identifying and mitigating risks associated with technical requirement statements, and contractual agreements
- Experience in coordinating reviews and approvals in accordance with corporate policy and procedures
- Experience in building and maintaining strong relationships with both internal and external customers
- Experience in negotiating changes to agreements including complex terms and conditions
- Experience in soliciting and understanding program and technical information to solve problems using sound business judgments
Preferred qualifications and experience:
- Experience working with Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and Fixed Price Incentive Firm Target (FPIF) contract types
- Experience with DISA Contracts
- Experience with non-disclosure agreements and teaming agreements
- Experience analyzing and mitigating Organizational and Conflict of Interest (OCI) risk
- Success in supporting large proposal capture teams
- Advanced user skills in Excel and Word
- Experience presenting to, and interacting with, external parties in a formal role with signature authority
- Education or experience in a complimentary business function common to DoD contractors (finance, pricing, subcontracts, legal, project management)

Pay Range:
Pay Range $87,100.00 - $157,450.00
