SUMMARY OF DUTIES:
The East River Tunnel is a critical link in the Northeast Corridor. This essential infrastructure is necessary for reliable operation of Amtrak, Long Island Railroad, New Jersey Transit, and future Metro North service. The $1.7B ERT Rehabilitation Project will be a complete tear down and rebuild of the rail, power, communications and signal, bench wall and mechanical fire/life/safety systems. The successful candidate will execute all aspects of construction project management for the ERT construction project including monitoring of third party contractor’s and Amtrak force account, work with construction management consultants and coordinate with Amtrak departments such as Transportation, B&B, Signals and ET . The incumbent is responsible for assisting the Construction Manager to provide support in delivering this critical project to provide improved system safety and security, state of good repair, and enhanced customer experience.
ESSENTIAL FUNCTIONS:

Work with and monitor contractor, construction management consultant, and force account to ensure the project is executed in accordance to agreed upon scope, costs, and schedule.

Work with the Program/Project Manager, review potential change requests from the field and, if appropriate, assist in preparing potential change notice with appropriate justification for submission to PM.
MINIMUM QUALIFICATIONS:
- Accredited four (4) year degree or global equivalent in Construction Management and/or Engineering field of study preferred but not required. If non degreed, the equivalent combination of education, training and/or experience, and/or recognized certification will be required.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:

Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.

Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g., Word, Excel, PowerPoint) sufficient to prepare effective reports.
PREFERRED QUALIFICATIONS:
WORK ENVRIORNMENT:
- Various levels of environmental conditions including but not limited to project worksites within operating railroad tunnels, and vendor/client facilities which may have temporary office space. Construction phases may include moving mechanical equipment; extreme temperatures, high noise levels and other hazards while working within a tunnel which will require specific PPE that will be issued.
- Primarily a field-based position. On site 4 days a week, 1 day possibly remote.
- Must work weekends and nights, as needed to support the needs of the project.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $94,300-122,256. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
