SUMMARY OF DUTIES:
Under the direction of the Sr Mgr Capital Construction, the Capital Construction Manager - Construction is responsible for managing and mentoring a team of construction engineers (CE) in various capital projects with in the Mid-Atlantic Division.Projects will range in size and complexity and encompass all aspects of construction.
ESSENTIAL FUNCTIONS:
Directs, manages, and oversees construction and maintenance of capital, reimbursable and agency related projects to ensure that project and/or program scope, cost and schedules are properly developed and maintained. As well as ensuring contractors follow the agreed upon scope, budget and schedule to ensure the project objectives are achieved. Prepares, develops, and implements the development of construction processes, testing, startup, and operation procedures for projects and programs. Reviews construction plans and submittals, construction specifications and provides constructability comments during the design phase. Creates and reviews site specific safety work plans (SSWP), for applicable project elements; as well as works with various stakeholders to ensure the SSWP is approved and followed. Coordinates capital, reimbursable and agency projects and programs for the Mid-Atlantic Division with IMCS and other Amtrak departments to ensure adequate resources are available and properly allocated, as well as obtaining track outages. Assist design projects with site walks and track outages planning and guidance. Prepares construction estimates and schedules. Provides weekly and monthly project status reports.
The incumbent is also responsible for preparing force account estimates and tracking force account labor, material, and other resources. Additionally, this position is responsible to ensure force account labor and related charges and properly documented and provides to the finance department for billing and project cost purposes.
• Supports the development and implementation of project plans, scopes of work, schedules, and budgets consistent with operational and stakeholders needs.
• Recommends policy/procedure improvements.
• Maintains accountability for the safety performance of all subordinate employees in their charge.
• Hosts or attends progress meetings.
• Assist scope development with site walks and track outage planning and guidance.
• Supports the management and monitoring of project cost, scope, and schedules, reporting progress. Maintains, adjusts, and updates project plans, as needed.
• Supports the consolidation, communication and management of all issues and risks affecting the project, and the timely communication of project status to project participants and stakeholders.
• Ensures project progress by measuring the variance in scope, schedule, cost, and quality from the respective baselines and takes necessary action to address deviations with all stakeholders.
• Supports the identification, documentation, and evaluation of changes based on cost, schedule, risk, and scope impacts. Ensure appropriate packet of relevant information to support appropriate project change and change control request decision processes.
• Supports the identification and evaluation of the risks associated with project activities and work across organization to establish and monitor mitigation plans.
• Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions. Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
• Maintains a teamwork environment within all peers. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of construction management.
• Work with the CE to ensure that the 3rd party contractors execute the project in accordance with the agreed upon scope, costs, schedule, and contractual obligations.
• Review and provide constructability comments on 3rd party projects during the design phase.
• Prepare force account estimates for various 3rd party I&C projects.
• Oversee the work of CE team which includes monitoring work for compliance with the project schedule, budget, technical, safety, and reporting requirements.

MINIMUM QUALIFICATIONS:
• Bachelor’s degree or the equivalent combination of education, training and/or experience.
• Strong construction management skills; Strong focus on collaboration, team building, and customer service
• Knowledge of competitive procurement processes and regulations
• Self-motivated and self-directed
• Strong expertise with independent judgment and make business decisions within scope of the program.
• Strong customer service orientation.
• Excellent analytical, mathematical, and creative problem-solving skills.
• Excellent listening, interpersonal, written, and oral communication skills.
• Logical and efficient, with keen attention to detail.
• Valid driver’s license.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
• Ability to effectively prioritize and execute tasks while under pressure.
• Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),
• Must have work authorization in the United States.
PREFERRED QUALIFICATIONS:
• Graduate degree
* 9 years of relevant work experience,
• Certified Construction Management (CCM) or Project Management Professional (PMP)
• Experience managing projects in the transportation industry environment
WORK ENVIRONMENT:
• Office building and field environment.
• Sit at computer to complete assignments, projects, and majority of tasks.
• Ability to work under pressure.
• Travel to project sites is required. Ability to work on some weekends during major activity.
• Work Schedule: This position allows for a hybrid work schedule with an expectation of onsite minimum of 4 days/week at an Amtrak location (an office, a station, or a project location)
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
PAY TRANSPARENCY:
The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
