Program Summary
KBR provides full-spectrum base operations support to Naval Support Facility Diego Garcia, a remote location in the British Indian Ocean Territory. Our robust supply chain ensures on-time delivery of mission-critical supplies, and our team conducts essential port and airfield operations in this geographically complex environment. The KBR team is over 1,000 people strong, providing not only life support services such as water treatment, electricity, and telecom/antenna maintenance, but also quality of life services like Morale, Welfare, and Recreation (MWR) and an award-winning dining facility.
Job Summary
This role ensures compliance with Federal, DoD, and Navy regulations, as well as contract terms and conditions. You will be responsible for managing an effective purchasing system, overseeing subcontract procurement, ensuring the adequacy of proposals, tracking costs, and collaborating with Government contracts personnel on contractual matters.
Roles and Responsibilities
- Lead contract administration and provide overall direction for the Base Operations Support (BOS) contract.
- Manage the full lifecycle of contract administration, including solicitation review, proposal development, change management, risk identification and mitigation, and resolution of contractual issues.
- Oversee a complex, firm-fixed-price BOS contract, ensuring compliance with contract terms, company policies, and U.S. Government regulations.
- Advise project managers and team members on contract requirements and risk mitigation strategies.
- Perform tasks that have a direct impact on cost management, operational efficiency, and profitability.
- Maintain key contract documentation such as task orders, modifications, negotiation memos, and formal notices.
- Prepare documentation related to the company’s position on requests for equitable adjustments, claims, or disputes.
- Regularly interface with U.S. Government Contracting Officers and Administrative Contracting Officers.
- Build and sustain collaborative, transparent relationships with both internal and external stakeholders.
Basic Qualifications
- U.S. citizenship required; must possess a Secret Security Clearance.
- Strong technical expertise in Federal Government contract administration.
- Skilled negotiator with exceptional analytical and business acumen.
- Meticulous attention to detail and effective problem-solving abilities.
- Excellent written and verbal communication skills.
- Strong interpersonal and relationship-building skills.
- Demonstrated initiative in dynamic, fast-paced environments.
Preferred Qualifications
Education
- Bachelor’s degree in Business, Business Administration, or Business Management from a U.S. or U.K. accredited institution. Equivalent work experience may be considered in lieu of formal education, at the discretion of the Contracting Officer.
Experience
- 10-15 years of experience in contract administration, preferably within multi-functional base operations support contracts.
