SUMMARY OF DUTIES:
The Drug & Alcohol Compliance Specialist is responsible for the administrative and operational support of Amtrak’s Drug and Alcohol-Free Workplace Program, which aims to address alcohol and substance misuse and achieve a healthy and safe workplace through a comprehensive testing and compliance program. The role ensures the completion of the Random and Follow-Up drug and alcohol testing consistent with Amtrak objectives and procedures and in accordance with all Federal laws and regulations. The successful candidate is responsible for ensuring Amtrak’s compliance with the Federal Regulations that pertain to Federal Drug and Alcohol testing, including but not limited to CFR 49 Part 40, Part 219, Part 240, Part 242, and Part 382.
ESSENTIAL FUNCTIONS:
• Responsible for overseeing the completion & compliance of drug and alcohol testing for all testing events to include Federal Random, Federal Follow-up, Federal Post-Accident, Company/ Federal Reasonable Suspicion and Return to Work/ Duty testing.
• Serves as a subject matter expert on federal regulations that pertain to drug and alcohol testing which include 49 Part 40: Procedures for Transportation Workplace Drug and Alcohol testing Programs, CFR 49 Part 219: Control of Alcohol and Drug Use, Part 240: Qualification and Certification of Locomotive Engineers, Part 242: Qualification and Certification of Conductors and Part 382: which is Controlled Substances and Alcohol Use and testing for Drivers.
• Responsible for leading the removal of employees from safety-sensitive duties when drug and alcohol violations occur or make required decisions in the testing and evaluation processes.
• Responsible for maintaining accurate compliance records and reporting violations to the FMCSA Clearinghouse.
• Maintain accurate records of all DOT and non-DOT testing, Drug and Alcohol policies, internal procedures, and FRA Post-Accident Toxicological Boxes.
• Completes the 40.25 process for candidates during the Pre-employment process, partner with Talent Acquisition with regards to correct candidate and internal transfer drug testing requirements and report any pre-employment drug testing violations.
• Oversees onsite testing events conducted by third-party collectors, in compliance with federal and state regulations and Amtrak policies.
• Provides administrative and daily support for Amtrak’s Drug and Alcohol-Free Workplace Program including conducting both internal and external compliance audits, reporting, benchmarking, communicating with third-party vendors such as collectors, Medical Review Officers, and the testing labs.
• Provides technical assistance and consultation to internal staff and stakeholder groups regarding drug and alcohol testing protocols and policies (some off-duty calls may be necessary).
• Represents the department in providing expert testimony in drug and alcohol violation disciplinary hearings.
• Must possess DER phone line and work with other DER staff members within a phone rotation.
MINIMUM QUALIFICATIONS:
• Bachelor’s Degree or equivalent combination of training/experience
• Able to obtain a Designated Employer Representative (DER) certification within 4 months of being in the position.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
• Skills kills using PC-based spreadsheet (Microsoft Excel, Access); Microsoft Word, PowerPoint; SharePoint.
• Knowledge of Amtrak policies and procedures as they relate to the Engineering, Mechanical and/ or Transportation business functions.
• Knowledge of DOT, FRA, and FMCSA regulations regarding drug and alcohol testing requirements.
• Able to demonstrate understanding of relative drug and alcohol testing regulations, legal updates, and industry trends.
• Able to interpret and apply the federal and state drug testing regulations.
• Skills in completing assignments accurately and with attention to detail.
• Ability to work under pressure, analyze, organize, and prioritize work while meeting multiple deadlines.
• Ability to analyze and prepare documents, reports, and correspondence.
• Excellent written and verbal communication skills.
PREFERRED QUALIFICATIONS:
• 2+ years of experience in the compliance, drug and alcohol testing field, or transportation industry.
• Experience working within a compliance and administrative position.
• Strong knowledge of Drug and Alcohol collection procedures under CFR 49 Part 40.
• Strong knowledge of the Federal Regulations pertaining to the Control of Alcohol and Drug Use under CFR 49 Part 219.
WORK ENVIRONMENT:
• This is a hybrid position, which is working from home and working in the office in a team-oriented atmosphere and working in the field.
• The Drug and Alcohol Compliance Department is a fast paced, highly regulated field which requires thoughtful planning and execution, quick decisions and attention to detail.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
PAY TRANSPARENCY:
The salary/hourly range is $65,500-$84,888. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
