Key Responsibilities:
- Developing Space Vehicle Systems: Assess the technical and programmatic development of Space Vehicle systems, subsystems, units, and CONOPs
- Contractual Decision-Making: Support the COTR in programmatic and contractual decision-making for best value to the Government as well as manage post-award contract to include review of CDRLs for sufficiency and accuracy and generate ECPs
- Evaluating Proposals: Assist in developing Pre-Award documentation (Request for Proposal, Statement of Work, Milestone Payment Plans, Section L and M and technical specifications) and evaluating proposals to ensure contractor proposed designs meet requirements
- Trade Studies: Lead System-level trade studies
- Anomaly Adjudication: Engage in the oversight of anomaly adjudication and resolution to support program decisions, including design, manufacturing, PMP, MA, test, and analysis activities
- Requirements Engineering: Analyze Space Vehicle requirements, their flow-down, and traceability. Assess readiness for design, manufacturing, and test events. Review qualification and acceptance test procedures and supporting data analysis. Appraise verification and validation plans and make recommendations to the Government on adequacy and sufficiency
- Technology Readiness: Assess technology readiness level to support program evolution
- Risk and Opportunity Identification: Support risk and opportunity identification and assessment and work with contractor to close identified risks on a reasonable timeline
- Facilitate Technical Meetings: Support preparation for and participate in prime- and subcontractor-led technical and management meetings
- System Performance Assessments: Work with other acquisition and operational offices as needed to coordinate end-to-end system performance assessments of communication services and subsystems
- Resolve Technical and Programmatic Issues: Coordinate resolution of common technical and programmatic issues as necessary with other acquisition offices
- Collaboration Across Offices: Work as part of a team and coordinate and collaborate with other program office subject matter experts, contractor developers, technology development offices, program managers, and contracting officers

Qualifications:
Required:
- Security Clearance: TS/SCI with a Polygraph
- Education: B.S. in a technical field (e.g., engineering, mathematics, physics)
- Experience: 10 years of experience with satellite bus electronics with emphasis on RF communications subsystems
- General Systems Engineering: 10 years of General Systems Engineering experience throughout the SE “V” to include Requirements Generation, Decomposition, Allocation, Verification, Evaluation, Test, and Closure with accompanying processes of Risk and CM
- Space Vehicle IPT: Experience supporting Space Vehicle IPT, or equivalent organization, on a development program
- MRR, TRR, and Unit Sell-Offs: Experience with MRR, TRR and unit sell-offs
- Launch and Space Vehicle: Experience with launch and SV checkout
- Launch Campaign: Understanding of launch campaign and on-orbit initialization planning and execution
- Satellite Systems Program Office: Experience working in satellite systems program office or satellite development facility
- Pre-Award Documentation: Ability to generate pre-award documentation to support RFPs and Source Selections and modifications to awarded contracts with minimal oversight
- IC and DoD Customers: Experience with IC and DoD customer sets; coordinating difficult issues and bringing closure
Desired:
- Education: B.S. in a technical field (e.g., engineering, mathematics, physics)
- Experience: 10 years of experience with satellite bus communications subsystems
- Early Life-Cycle Satellite Engineering: Experience with early life-cycle satellite engineering activities/milestones
- COMSEC and SV Communications: Familiarity with SV communications subsystems and COMSEC
- Space Vehicle IPT Lead: Experience as Space Vehicle IPT Lead through the entire lifecycle of a development program
