The Opportunity
As a dedicated Portfolio Manager Lead, you will be responsible for governing CoSA, LOB, or USAA level portfolios and ensures compliance with applicable policies, procedures, standards, controls, and regulations. Partners with Executive Sponsors, Program Sponsors, business owners and additional stakeholders to ensure alignment to strategic objectives and effective prioritization, planning, budgeting, delivery, and benefits realization of work efforts. Supports broader USAA portfolio management, supports technology investment planning, and coordinates with Program Managers on budget inputs and updates. Communicates impact of saturation on employees and influences executive decision making.
We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, TX, Plano, TX, Phoenix, AZ, Colorado Springs, CO, Charlotte, NC, Chesapeake, VA or Tampa, FL. Relocation assistance is not available for this position.
What you'll do:
- Monitors, governs and is accountable for moderate to highly complex CoSA, LOB, or USAA level portfolios.
- Completes governance routines per the Enterprise Program Management Office (EPMO) Policy, Standards and Procedures.
- Monitors and adjusts the inventory of work efforts in a moderate to highly complex portfolio on an ongoing basis, to resolve and disseminate information to stakeholders.
- Identifies, recommends solutions, and escalates systemic cross-work risks / issues to portfolio scope, timeline, and budget and interdependency conflicts for project deliverables and informs portfolio team and key stakeholders as needed.
- Leverages analytics to research and identify Financial Management risks and recommends solutions to address opportunities; may escalate to their respective Portfolio Management Office (PMO) or leadership team as needed.
- Ensures effective financial and resource management of overall portfolio, assisting in managing portfolio expenses to achieve business value.
- Monitors for stale work efforts and need for resolution, including termination of proposal if applicable.
- Facilitate Key Performance Indicators (KPIs) / metrics, standards, reporting mechanisms and decision-making forums.
- Develops and executes portfolio planning and influences prioritization and sequencing of work efforts in partnership with Enterprise Integrated Planning (EIP) and their respective PMO, as applicable.
- Monitors and makes prioritization recommendations to their senior leadership and their respective PMO to ensure portfolio alignment and delivery against strategic priorities as needed.
- Reviews and resolves risk and issue escalations for portfolio, identifies need for escalations.
- Communicates portfolio statuses and changes regularly with Executive Sponsors, Program Sponsors, business owners, and additional stakeholders as required.
- Establishes and manages the portfolio critical path by mapping out and managing work effort scheduling and interdependencies based on constraints and risks.
- Reviews health and performance of portfolio regularly and identifies performance improvement opportunities providing updates to support teams and leaders.
- Adheres to company and regulatory policies and procedures and EPMO processes, procedures, controls, standards, tools, and templates (as required).
- Leverages existing change management routines as needed.
- Drives the adoption and sustainment of changes within the organization in compliance with USAA’s Change Management methodology.
- Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.
What you have:
- Bachelor’s degree; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
- 8 years of progressive project, program, or portfolio management experience to include process improvement and/or consulting for large strategic efforts.
- 2 years of experience supporting, managing, or leading across complex organizational lines in a matrix structure.
- Advanced understanding and demonstrated application of project, program and portfolio management and principles.
- Highly proficient in the full life cycle experience managing strategic and operational work efforts.
- Demonstrated experience using Waterfall or Agile methodologies to execute on portfolio management strategies and delivering complex work efforts.
- Currently possess at least one of the following: Certified Project Manager (CPM), Lean Portfolio Management Certification, Project Management Professional (PMP), or gains one within 6 months of placement.
- Proficient experience in USAA’s change management methodology or similar industry change management methodology.

Failure to provide this documentation may result in disqualification.
- Prior P&C experience.
- Strategy experience including leveraging strategy to drive prioritization and translating strategy to execution.
- Expert financial acumen, including integrated planning and I/T financial forecasting, benefits monitoring, and analysis of financial performance indicators.
- Strong executive level presence including demonstrated success in developing and presenting influential content to a wide range of audiences.
- US military experience through military service or a military spouse/domestic partner.

What we offer:
Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location. The salary range for this position is: $120,550.00 - $230,400.00.
Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
