Description
The Senior Business Analyst is responsible for the analysis and evaluation of user business problems and the development of system recommendations to meet requirements. Analyzes current and technical processes to formulate and develop new and modified business information processing systems. Duties include coordinating with business and technology teams to ascertain system requirements, such as program functions, output requirements, input data acquisition, execution of user acceptance, and may coordinate testing and system controls. Supports the IT procurement process.
Key Responsibilities:
- Supports agencies by analyzing propositions and assessing decision-making factors, such as strategic alignment, cost/benefit, and risk.
- Works closely with the Product Manager to define a product approach to meet the specified user need.
- Defines skill requirements and maps internal, agency, and external (partners/specialist contractors) resources.
- Works with the owning agency to ensure they have the budget to cover the proposed approach and resource requirements during delivery and analyzes what provision they have for on-going running costs.
- Analyzes and maps the risks of a product approach and proposes mitigation solutions.
- Defines how the predicted user and financial benefit can be realized, and how channel shift will be measured.
- Makes a recommendation for action against the analysis done.
- Possesses and applies expertise on multiple complex work assignments.
- Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks.
- Operates with appreciable latitude in developing methodology and presenting solutions to problems
- Contributes to deliverables and performance metrics where applicable.
- Works independently to achieve day-to-day objectives with significant impact on operational results or project deliverables. Responsible for entire projects or processes within a technical area. Typically responsible for coaching and reviewing the work of lower level technical staff.
- May have a specific focus area like ensuring ADA Section 508 Compliancy.
Basic Qualifications:
- Associate’s degree in computer systems, Information Technology, or a related field and 15 years IT experience. Bachelor’s degree in computer systems, Information Technology, or a related field and 10 years IT experience.
- Minimum of 5 years of experience in business analysis and management; Systems Administration or Network Administration highly preferred. IT Procurement experience a plus. 10+ years of DOE experience strongly preferred. Military experience a plus.
- Strong understanding of IT business systems, financial management, budget analysis, procurement processes, and project management.
- Strong problem-solving and analytical skills
- Excellent written and verbal communication skills
- Strong time management skills, with the ability to prioritize tasks and meet deadlines
- Strong attention to detail required
- CompTIA A+ or CompTIA Network certifications; Active Directory experience; Cisco Prime knowledge; and Microsoft SCCM knowledge highly preferred.

Pay Range:
Pay Range $72,150.00 - $130,425.00
