Jacobs is seeking a Program Manager to join our Government Technology Operations Program Management Office in support of our Research Laboratory Support (RLS) contract with the U.S. EPA located in Research Triangle Park, NC.
Responsibilities include:
- Financial management for the contract, as well as resource management of the team of professional scientists, chemists, engineers, and tradespeople assigned to the contract.
- Effectively managing, interfacing, and coordinating performance of all tasks assigned in the contract Task Orders.
- Communicating with Contracting Officers and Contracting Officer’s Representatives regarding contract task order performance and customer satisfaction.
- Managing work through subcontractors, multiple Task Order activities, and changing priorities to achieve success in the overall program.
- Providing contract status briefs and reports to customers, contract team, and GTO leadership.
- Coordinating and communicating with managerial and technical staff on a regular frequency to convey organizational initiatives, processes, and status.
- Oversee recruiting, hiring, training and compensation for contract staff.
- Review and authorizing subcontracts and submission of proposals and invoices.
Here’s what you’ll need:
Minimum Qualifications:
Education: Bachelor of Science degree from an accredited university
Experience: 10 years experience in a relevant contract environment and 5 years supervisory experience
Capabilities:
- Have demonstrated experience with strong scientific leadership and management expertise to lead staff in successful contract performance for contracts providing facility scheduling, daily on-site and off-site operations, research activities, and modification and maintenance of facilities.
- Have direct experience supporting U.S. Federal Government research contracts and demonstrated communications skills to interact with customers at all levels to ensure satisfaction and maintain high contract performance.
- Have demonstrated ability to manage contract performance in quality, safety, cost, technical, and schedule objectives with day-to-day oversight of performance.
- Demonstrated business acumen to profitably achieve requirements while maintaining high customer satisfaction, must be able to understand and interpret contract documents and develop business plans.
- Ability to work independently and within a team setting.
- Demonstrated ability to lead highly skilled engineers, scientists, and tradesmen in a research setting.
- Have experience collaborating with universities and consultants.
- Operate efficiently in Microsoft Excel, Word, and PowerPoint.
- Due to the federal, on-campus requirements of this position, US Citizenship is required.
Preferred Qualifications:
- Master’s degree or Ph.D. in a science discipline
- Project Management Institute’s (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification
- 2-5 Years’ experience supporting USEPA contracts.
- Direct Research Laboratory experience; including development of research programs and tasks
- Experience leading activities on Task Order based contracts.
