The Defense Systems Sector at Leidos currently has an opening for a Basis of Estimate Sector Lead. This is an exciting opportunity to use your experience to help properly plan programs across the Sector portfolio.
Primary Responsibilities.
The Basis of Estimate (BOE) Sector lead role is a linchpin role with in the Defense Systems Sector. The BOE manager will have these primary responsibilities:
- Help drive bid teams to create BOEs that are aligned with how the program will actually be executed, over time, by CLIN, by year, by labor category.
- Work with Estimators to shape and develop a well thought out, executable BOE Develops organizational estimating capabilities.
- Assists proposal lead estimators and estimators in obtaining relevant data to substantiate estimates.
- Assist capture managers in establishing an appropriate estimating approach for a given proposal.
- Contribute to, support or drive the BOE kickoff of bids to create clarity and efficiencies for estimators and the pricing runs
- Liaise with Capture Managers and the Pricing function
- Help educate PMs, technical leads and estimators in the value of strong BOEs the best reflection of how we'll execute.
- For key, large, or must-win bids, serve as a BOE reviewer on Bid Risk Review (BRR) teams to assess reasonableness, completeness, discloseability, and compliance of the BOE.
- Help establish the throughline on bids from the creation and substantiation of BOEs to the execution PM and the executability of the BOEs; providing clarity for the proposal team in this way allows the PM to focus on delivering the promised fee and revenue that the bid team commits to in the BAR.
- Serve on the Corporate BOE manager team to discuss challenges and best practice, tiger team changes as needed.
- Train others in the Sector to be BOE champions who know what good looks like.
- Work with audit as needed when BOEs are involved, including assessments and resolution of findings
- Create BOE volumes that are customer-ready, when required.
- Monitors and works to improve the estimating practices across the organization.
The Sector BOE lead also works as part of the Program Execution team in implementation of Leidos Program Execution Policy, which includes oversight of Sector programs through regular reviews and deep dives, as well as involvement in proposals to ensure programs are appropriately planned and executable. Focus on implementation of Leidos estimating system requirements at the appropriate organizational levels in support of the business capture process.

Basic Qualifications:
- Bachelor’s degree and 12+ years of applicable experience or a Masters degree and 10+ years of applicable experience.
- Experience developing and reviewing bases of estimates, including estimates for labor, materials, and other direct costs.
- Must have experience working and supporting DOD proposals.
- Experience working with a Pricer to price a body of work using a basis of estimate.
- Experience with using historical data to build a basis of estimate.
- Experience leading teams of estimators.
- Must have active DoD Secret Clearance to qualify for this lead position.
Preferred Qualifications:
- Experience on a wide range of types of business proposals to US Government customers.
- Experience with estimating a wide range of sizes of programs, with total values of millions or billions of US dollars.
- Experience on all aspects of program plans, including but not limited to integrated master schedules, resource loaded networks, risk registers, and work breakdown structures.
- Experience with estimating for Earned Value Management.
- Experience with estimating for various contract types, including cost reimbursable and fixed price.

Pay Range:
Pay Range $112,450.00 - $203,275.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
