Job Summary
The Program Manager/HADES Sustainment will direct and provide leadership to contractor and sub-contractor teams working with programs in accordance with existing procedures, applicable laws, and government requirements. Serves as contractor’s main point of contact and representative authorized to interface with the Prime, Contracting Officer, Contracting Officer’s Representative (COR), and Government customer representatives. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes, and goals of the organization to subordinate contractor personnel. Responsible for the overall contract performance and shall not serve in any other capacity under this contract. Manages contractor support team across all elements of the mission programs. Provides monthly contract status reports to responsible Prime/Government personnel. Coordinates program review meetings, including arranging for facilities and equipment, developing agendas, preparing attendance lists, and publishing meeting results.
Roles and Responsibilities
· Responsible for the overall contract cost, schedule, risk and performance including Earned Value Management reporting and EVMS compliance and shall not serve in any other capacity under this contract.
· Demonstrate experience to include capability to lead program development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms and demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.
· Manages contractor support team across all functional elements of the mission programs.
· Coordinates program review meetings, including arranging for facilities and equipment, developing agendas, preparing attendance lists, and publishing meeting results
· Responsible, through direct and regular interaction with the customer, for understanding and advocating customer requirements and objectives while delivering products and services meeting customer cost,
schedule, and performance expectations.
· Implement programs through a risk and oversight approach for all phases of program activities; identifies risks and problems, proposes solutions, and provides timely and accurate contract deliverables.
· Develop and interpret policies in specific program areas, and provides leadership, coordination, and authoritative advice to top officials in the development of cooperative relationships, resulting in the
formulation and execution of progressive and comprehensive programs that meet local, State, and Federal
goals and objectives.
· Direct, administer, and evaluate programs, policies, and procedures in the required program areas.
· Lead a group of team members in carrying out a program, administering and carrying out program
requirements and activities and assure compliance program activities with laws and regulations.
· Generate and deliver all contract required CDRLs/SDRLs.
· Ensure the effective management of the assigned program areas.
· Other duties as assigned
Basic Qualifications
• BA/BS degree in a related field with 5 years of experience. In lieu of formal education, 13 years of experience. Specific contract requirements regarding education and experience will prevail.
• Must have an active Top-Secret Clearance with SCI eligibility to start
• Theoretical and practical project management knowledge
• Experience with working in and managing dynamic and demanding programs
• Experience with assisting in leading engineering development, design, production and sustainment efforts
• Experience in a fast-paced environment
• Proven leadership skills
Preferred Qualifications
· Masters degree preferred
· 6+ years of management experience within Department of Defense programs
· Experience in strategic planning, program proposals, risk management and/or change management
· Proficiency in project management software tools
· Experience in executing Earned Value processes and procedures aligned with EIA-748 standards and delivering formal program reporting i.e., IPMR (Formats 1-7), IPMDAR, etc.
Salary Range: $100,380 - $150,465
The offered rate will be based on the selected candidate’s knowledge, skills, abilities, and/or experience and in consideration of internal parity.
Additional Compensation: KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels per internal policy or contractual designation. Additional compensation may be in the form of a sign-on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
