POSITION SUMMARY:
ICITAP is currently seeking qualified candidates to serve as Counterterrorism Law Enforcement Intelligence Operations Mentors in Benin, West Coastal Africa. These positions will be responsible for training, mentoring, advising, and assisting the Benin Police Republicaine, Directorate of General Intelligence and Territorial Surveillance (French acronym used DRGST) to develop and mature the DRGST’s capacity to independently conduct counterterrorism intelligence operations to address the terrorism threat in Benin’s northern border region.
JOB DUTIES AND RESPONSIBILITIES:
- The mentor will be responsible for training, mentoring, and advising the DGRST under the Benin Counterterrorism Law Enforcement Training, Equipment, and Mentorship Program in coordination with and under the supervision of the Benin Counterterrorism Law Enforcement Assistance Attaché.
- Regularly collaborate with the other Benin Counterterrorism Intelligence Operations and Investigations Mentors and routinely meet with the DRGST Intelligence Officers and Analysts, to provide expert guidance and mentorship to further effective counterterrorism-based operations and investigations.
- Support the collaborative resolution of issues with Government of Benin partners, to enable the DRGST to execute mission objectives.
- Support the training and implementation of intelligence cycle processes and best practices to assist the DRGST institutionalize effective intelligence operations within the Police Republicaine.
- Facilitate the institutionalization of established knowledge and skills through the development and execution of tactical and operational level policy and plans to support counterterrorism intelligence operations designed to identify, disrupt, prevent terrorist activities as well as prosecute terrorist suspects.
- Identify, procure, and deliver equipment and technology that supports the training and operational needs of DGRST.
- Support the development of performance monitoring plans for DRGST Intelligence Officers and Analysts.
- Monitor project indicators and compile data to demonstrate project progress.
- Draft, edit, and review written reports including but not limited to, weekly reports, significant activity reports, and monthly reports.
REQUIRED SKILLS AND QUALIFICATIONS:

Education:
Graduate of a certified federal, state, or municipal police academy or intelligence training academy/school.
Bachelor’s Degree from an accredited university or equivalent professional qualifications and experience.
Graduate or Certification in a recognized Instructor Development Course with experience in classroom and practical exercise instruction preferred.

Minimum Experience:
Fifteen years of experience assigned to an accredited federal, state, or municipal law enforcement or intelligence community agency as either a sworn law enforcement officer, agent, or intelligence officer or analyst.
Ten years demonstrated experience in conducting counterterrorism intelligence operations or a combination of counterterrorism and other complex criminal or national security intelligence operations, which included the use of databases, analytical software or technical investigative and surveillance tools and resources to accomplish the operations.
Demonstrated experience in the use of open-source intelligence, to include social media exploitation to advance intelligence operations.

Additional Skills:
Overseas experience working in austere environments.
Experience working independently with general direction to achieve defined results.
Demonstrated experience providing intelligence operations mentoring on both tactical and strategic intelligence matters to develop intelligence workforce.
Previous experience defining technical requirements for purchasing and implementing needed equipment, hardware/software, and other technologies used to conduct counterterrorism or complex criminal or national security intelligence operations.
Proficient in Microsoft 365 or equivalent.
Experience in multi-tasking across multiple lines of effort to meet program requirements and timelines.
Has Professional or Native Fluency in the English Language.
DESIRED QUALIFICATIONS:
- Qualified in designing and delivering both the practical and theoretical segments of course curriculums.
- Experienced in mentoring and training in austere environments and able to adapt to specific country/organization needs.
- Familiarity with the conduct of operations working in and around an embassy or consulate.
- Served as a member of an internationally recognized police force or intelligence organization.
- Has Working or Professional Fluency in the French Language.
