Position Summary: The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of diverse and talented teachers to meet the staffing needs of New York Public Schools (NYCPS) and programs, as well as being responsible for initiatives to promote the equitable and quality distribution of teachers across all schools. NYCPS anticipates a need to increase recruitment and training for new teachers, in order to meet the hiring demands presented by the new class size mandates and to ensure teacher quality as the number of teachers hired into the system grows. Increasing the number of eligible teacher candidates is a critical part of the path for NYCPS to remain in compliance with the class size mandate. The Office of Teacher Recruitment and Quality accomplishes its work through a strategic, data-driven approach that focuses on the following efforts:
- Serve as the primary marketing agent and source of information to individuals seeking to become NYCPS teachers, to recruit a large, high-quality, equitable and diverse pool of candidates.
- Design and manage recruitment and preparation programs, and pipelines for individuals to become NYCPS teachers, especially to address subject and geographic shortage areas.
- Select a diverse and high-quality pool of candidates to become teachers through rigorous, research-driven, screening processes.
- Design and implement high-quality field experiences for teacher candidates in both alternative certification and traditional pathways.
- Provide inclusive best practices and support to schools to help them make optimal, local hiring decisions.
- Lead pipeline and pathways to teacher certification for diverse candidates within our communities to promote an equitable distribution of teachers across all schools.
- Support new teachers with consistent onboarding experiences across the system when they are hired and throughout their first year.
The Recruitment & Pathways team within TRQ works to recruit, cultivate, and support diverse teacher candidates across both traditional and innovative pathways to teaching to build a robust and diverse teacher talent pool for NYCPS. The team implements a wide range of recruitment strategies, including email marketing, virtual and in-person events, paid advertising, social media, job boards, and more to support recruitment efforts. The team also works closely with university partners and external vendors to expand outreach to a broader set of teacher candidates.
The Systems and Strategic Planning Manager on the Recruitment & Pathways team is responsible for creating and maintaining the systems and processes to support short- and long-term teacher recruitment efforts. This includes building trackers, dashboards, and reports to keep tabs on the effectiveness and costs of various recruitment efforts, creating strategic plans to build the pipeline of teacher candidates for future recruitment efforts based on research and data, and reporting to leadership via data updates and presentations. The Systems and Strategic Planning Manager will work closely with team members executing recruitment efforts to maximize efficiency and efficacy. Performs related work.

Key Relationships: Key colleagues across TRQ especially on the Strategy, Data, Admissions, and Systems team, University partners, partners at other NYCPS offices including the Special Education Office, Office of Multilingual Learners, Office of Student Pathways, etc., external vendors.
Responsibilities
Research/Data Systems
- Build and maintain datasets to monitor the efficacy and efficiency of recruitment strategies throughout the recruitment season.
- Partner with the TRQ Strategy, Data, Admissions, and Systems team to develop data tracking processes and analyses for ongoing recruitment as well as key deadlines.
- Present key data findings to internal and external stakeholders; facilitate conversations that engage stakeholders to collaboratively identify strengths and areas of growth in the data.
- Provide recommendations to Recruitment & Pathways team leadership about strategy adjustments based on data findings throughout the recruitment season.
- Lead data step back process at the end of each recruitment season to report on findings from the prior season and the ways those findings will inform future recruitment efforts.
- Advise recruitment team on A/B testing of recruitment strategies (e.g., email subjects, send times, event schedules, etc.) to maximize efficacy of recruitment efforts.
- Partner with external partners (e.g., advertising vendors, job boards, etc.) to build reports and dashboards that track the impact of paid recruitment efforts.
- Lead research on innovative recruitment tools and strategies that can expand recruitment efforts (e.g., AI platforms, etc.).
Continuous Improvement
- Develop and implement detailed strategic plans for long-term teacher recruitment efforts based on available data, national research, and leadership priorities.
- Identify and cultivate internal and external partnerships to support long-term recruitment efforts.
Program Operations and Team Management
- Supervise senior recruitment coordinators and oversee their recruitment work.
- Oversee recruitment team operations, including budget and procurement processes, including partner contracts, spending, etc.
- Support the maintenance of knowledge management systems, structures, and norms for the Recruitment & Pathways Team.
- Attend and support virtual and in-person recruitment events, as needed.
Qualification Requirements:
Minimum
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
3. Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

- Familiarity with the NYCPS system and its organization.
- Superior public speaking and relationship management skills, with the ability to influence and motivate others.
- Strong organizational skills; the ability to manage several projects simultaneously and prioritize among them.

- Strong technical skills, including Google Analytics.
Salary: $95,900 - $105,490
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
