Job Summary
As the Contingent Workforce Manager, you will be part of a dynamic team responsible for GM’s contingent workforce program. You will be responsible for driving program adoption and mitigating the risk of worker misclassification. Success in this role will be demonstrated by expanding program usage, implementing innovative solutions, and supporting the business in leveraging contingent talent strategically. You will also lead the charge on analyzing and overseeing program performance including the service levels provided by the Managed Service Provider (“MSP”), working with key business function stakeholders, while maintaining alignment with evolving business priorities.
The ideal candidate will have experience working with an MSP, will possess a deep understanding of contingent workforce best practices, and relevant labor laws. The ideal candidate is a strategic thinker and operational expert, capable of translating business objectives into scalable, effective contingent workforce solutions. They are adept at leveraging data and technology to provide insights and drive decision-making to continuously improve program outcomes. This is a cross-functional leadership role, requiring exceptional communication, negotiation, and relationship management skills.
Key Responsibilities
- Program Adoption/Misclassification Mitigation
- Identify opportunities for program expansion through data-driven analysis
- Partner with various business units, HR, Legal, Procurement to drive program adoption/expansion projects
- Provide training and guidance on worker classification and process-related inquiries
- Operational Oversight
- Analyze program performance using data and stakeholder feedback to drive continuous improvements and inform decision making.
- Conduct regular performance / metrics reviews with MSP, identifying improvement opportunities, and ensuring MSP delivery
- Prepare monthly managerial reports on contingent workforce program metrics to provide actionable insights to our leadership
- Stakeholder Collaboration
- Partner with business units to understand their contingent labor needs and provide effective solutions
- Compliance
- Align with Legal to ensure compliance with internal policies, external regulations, and labor laws (e.g., co-employment risks, worker classification).
- Lead / oversee compliance – driven projects (e.g. annual reporting, training requirements)
- Financial Management
- Align with MSP & Finance to manage the financial budgets and forecasts for contingent workforce programs
Qualifications
- 7+ years of related experience
- Experience in a large, complex organization
- Deep understanding of HR, staffing, MSPs, VMS, employment law, and worker classifications (1099/IC)
- Previous direct experience working with a Managed Service Provider (MSP) is critical
- Bachelor's degree in Human Resources, Business Administration, Procurement, or a related field
- Proficiency with Vendor Management Systems (VMS) such as Beeline, Fieldglass, Workday, or similar platforms
- Strong communication, facilitation, and stakeholder management skills, with ability to influence up and down the organization
- Proven experience in documenting and optimizing “As-Is” and “To-Be” Processes
- Highly analytical, with strong problem-solving skills and a data-driven approach to decision-making
- Ability to lead projects, including change management, policy alignment, and compliance tracking
- Ability to take broad challenges and identify analyze options, breaking them down into initiatives capable of implementation
- Ability to work independently and manage multiple priorities in a fast-paced environment
Preferred Qualifications
- Experience and/or certifications in project management, process improvement (e.g., Design Thinking, Lean Six Sigma)
- Experience with Process Flow tools (Lucid, Visio) and data visualization (e.g., Power BI, Tableau)
- Experience with financial tools and budget management related to contingent workforce programs
- Familiarity with global contingent workforce programs
- Proficiency in using AI tools and digital platforms to improve productivity
Compensation:
The compensation information is a good faith estimate only. It is based on what a successful applicant might be paid in accordance with applicable state laws.
The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position, as well as geography of the selected candidate.
- The salary range for this role is $85,000 - $135,900. The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position.
- Bonus Potential: An incentive pay program offers payouts based on company performance, job level, and individual performance.
