Job Purpose
Responsible for personnel involved in the organization's Physical Security function, which includes monitoring systems related to the flow of personnel and vehicular traffic, personnel/visitor security clearances, loss prevention and detection services management, and security inspections. Under broad supervision, applies specialist knowledge or skills to solve complicated and unique challenges, or directs the daily activities of a business, technical, or functional support team. Establishes priority for completing prescribed tasks. Uses judgment to interpret internal and external concerns and create best practices. May direct resources, prioritize work, and guide less experienced team members. Relies on experience, interpersonal skills, and a thorough knowledge of the industry to complete tasks in accordance with policies, processes, and corporate strategy.
Responsibilities
Operational Delivery – Key Responsibilities
- Reports to the Project Security Manager (PSM) – Oilfield Operations
- Principle advisor to the Field Manger on all security related matters and information
- Development of the overall security strategy to mitigate security risks.
- Manages the Majnoon Field Development (MFD) Entry Condition (ECON)
- Develop, implement, and test field emergency evacuation procedures.
- Be the immediate operational lead for security incident management and response
- Implementing security compliance of sub-contractors.
- Conducting security audits.
- Security coordination of daily movements for contracted private security company.
- Manage the daily operational outputs of the Tactical Operations Centre (TOC).
- Operational control of STAR
- Liaise directly with the IFMS Project Security Manager to ensure that deployed security personnel are providing the contracted service to MFD in accordance with the instructions issued by MFD or the Project Security Manager
- During Security incidents, to coordinate Security Operating Levels and the deployment and manoeuvre of security response assets, including OPF and IA assets infield. Also, to coordinate the deployment and response of other emergency assets, including Police, Medical and Fire Control.
- To be the TOC focal point during Security and other field Incidents. To ensure that ERT and Security Incident processes are followed, completed and communicated. Also, to ensure that logs and registers are kept, to record events, incidents and to provide evidence for follow-on action – including investigations.
- Provide all requested reports and returns in line with KBR SOP requirements and Scope of Work (SOW) requirements within allocated time frames.
- Primarily responsible for understanding all operational and legal requirements in order that the team or shift can fully operate out on the ground.
- Fully conversant with the CONOP of the task and the methodology employed by KBR and in executing their operational duties.
- Responsible for integration with all national agencies and departments and compliance on mission approval via BAOC, BSOC or other equivalent support agency.
- Complete Serious Incident reports (SIR’s/ MFD FIR’s) within revisions to policy, legal, or operational changes.
- Implement PWS modifications and contract modifications on behalf of the Project Manager.
- Preventing compromises of corporate data, securing oil pipelines and ensuring there is a business continuity plan in case of an incident.
- Providing input to KBR Security Management documentation and plans.
- Maintaining a professional, courteous and strong relationship with client security management.
- Provide support to Client SM to maintain Security Risk Assessments.
- Manage all aspects of contracted Private Security Companies in line with contracted services.
Operational Delivery – Additional Responsibilities
- Management oversight of TOC and staff, including all aspects of security command processes. This includes all TOC staff, systems, equipment and resources contained within the TOC. It also includes the coordination of contracted security services – either directly or through liaison with PSC Project and Operations Managers
- To develop, implement and maintain TOC policy and operating procedures in accordance with KBR Project Security Manager direction.
- Plan and conduct TOC training exercises and assist in wider field exercises for STAR.
- To manage, monitor and coordinate field security, including Static Security Provider, security surveillance systems and to monitor field journey management.
- To manage, monitor and coordinate off-field security, including Secure Transport Security if travelling at night
- Risk planning
- Field Security Management
- First line reporting regarding all major incidents through agencies in the event of a reportable incident. Ensuring First Incident Reports (FIR) are submitted accordingly.
- Collate any intelligence matters in conjunction with assigned analysts
- Liaising with Client SM and other KBR projects POC based at and outside Majnoon oil field on security-related matters.
- Ensuring regular trainings and TBTs for KBR security team are conducted.
- Assist with assurance audits of EPCM security projects both on Majnoon Oilfield and outside to ensure that EPCM security standards are implemented and maintained.
- Assist with any other tasks, as required by the Regional EMEA Security Manager.
Experience
- Bachelor’s degree in security administration or related field or international equivalent. In lieu of formal education 13 + years of security, military, or law enforcement experience.
- 5 + years of security experience in corporate security, law enforcement or military.
- Proven operations desk command and control experience in a demanding high-risk environment.
- Demonstrable balance and calm demeanour in support of operational teams in the event of a hostile action occurring while on task.
- Demonstrable ability to articulate facts in a timely and accurate manner both orally and written
- Proven operational experience in a demanding high-risk environment.
- Full understanding of liaison and interaction with Iraqi security agencies.
- Demonstrable ability to draft detailed and accurate reports.
- Proven experience in the identification of security issues of significance and reporting of them up to clients both in country and at corporate level.
Technical Skills/Knowledge
- Proven ability with international projects working in high-risk environments and contexts and operating in unsecured environments.
- High level of experience, ready to learn developing security related technical tools guidelines and systems as well as able to work under minimal supervision.
- Understanding of principles and code of conduct associated with a specific sector and/or sub-sector of work.
- Effective and clear communicator, ability to collaborate across teams and geographies and Initiates and skilled in interdisciplinary problem solving.
- Ability to gain a precise understanding of the various local, regional, country, and international policies, operational positions, and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur.
- Strong assessment, evaluation, analysis, and strategic planning and project management skills.
- Excellent interpersonal skills with demonstrated ability to manage and work under stressful conditions.

- Previous experience interacting with local government agencies, and other foreign agencies to implement security strategies and procedures relating to S&S matters.

Qualifications/Certifications Requirements
Essential
- Undergraduate degree with ten years of security experience in corporate security, law enforcement or military.
- Degree may be substituted with 13+ years of security, military or law enforcement experience, 5+ of which should be in management.
Desirable
Military Veteran preferred – Ex military Warrant Officer or SNCO.
