Overview
The Defense and Intel Market Analyst plays a critical role in supporting REI Systems’ federal growth strategy by researching, tracking, and analyzing upcoming government acquisition opportunities. This position partners closely with capture managers, business developers, and senior leadership to provide actionable intelligence that drives pipeline decisions, teaming strategies, and pursuit prioritization. The ideal candidate combines strong analytical ability, market awareness, and communication skills to turn data into strategic insights that improve REI’s probability of win (pWIN) and long-term positioning within target agencies.

Responsibilities
Market Intelligence & Research:
- Proactively identify, track, and evaluate upcoming federal GWACs, IDIQs, DWACs, GSA Schedules, and agency-specific procurements to determine strategic fit, technical requirements, and pursuit value.
- Conduct deep-dive analysis of federal budgets, spending patterns, and procurement forecasts to uncover trends, growth areas, and potential new customers.
- Gather and synthesize information from GovWin, SAM.gov, FPDS, USAspending.gov, and agency forecasts to support pipeline development.
Pipeline Support & Opportunity Qualification:
- Support pipeline governance and data accuracy by tracking opportunity status, updates, and next steps.
- Evaluate opportunities for strategic alignment, competition, customer intimacy, and capture readiness.
- Provide regular reporting and insights for growth meetings, gate reviews, and executive briefings.
Competitive & Partner Analysis:
- Develop competitive intelligence summaries, identifying potential competitors, incumbents, and teaming partners.
- Analyze recent contract awards, pricing trends, and contract vehicles to support win strategy development.
- Maintain and update a partner/competitor database aligned to REI’s strategic priorities.
Capture & Proposal Support:
- Support capture planning by assisting with call plans, contact mapping, and customer engagement research.
- Assist capture managers with win theme development, pWIN scoring, and risk/opportunity assessments.
- Contribute data and insights to bid/no-bid decisions and proposal content where market data strengthens the narrative.
Strategic Partnerships:
- Help shape and maintain strategic teaming strategies for priority pursuits.
- Coordinate with potential partners and subcontractors to exchange capability information and strengthen bids.
Internal Enablement:
- Prepare and present market briefings, opportunity snapshots, and competitive assessments to business unit leaders.
- Support business development process improvements by refining templates, reporting tools, and research methodologies.
- Collaborate across BD, Capture, Proposal, and Delivery teams to ensure consistent and accurate market data.

Skills & Qualifications
- 3–5+ years of experience in federal market research, capture support, or BD analysis, preferably within the IT services or government contracting space.
- Deep understanding of a Department of War and/or particular War Department Agency or Miitary Service aligned to REI's offerings.
- Strong understanding of federal procurement processes (FAR, RFP/RFI structure, acquisition lifecycles).
- Proficiency with industry tools such as GovWin IQ, FPDS, USAspending, SAM.gov, and Acquisition Gateway.
- Demonstrated ability to analyze data, summarize findings, and provide actionable recommendations.
- Experience supporting pursuits within Civilian or Defense agencies; familiarity with HHS, GSA, DHS, or DoD preferred.
- Excellent communication, writing, and presentation skills; ability to brief executives concisely.
- Proactive, detail-oriented, and comfortable working in a fast-paced, deadline-driven BD environment.
- Bachelor’s degree in Business, Economics, Public Policy, or related field; Master’s preferred
