AMENTUM has an immediate job opening for a Subcontracts Administrator (SCA) to support subcontracting activities across multiple -. United States Government prime contracts within the Engineering and Technology Business Group. This role manages the subcontract lifecycle from solicitation and award through administration and closeout, supporting various subcontract types (ex.: CPFF, T&M, FFP). The ideal candidate has a strong working knowledge of the Federal Acquisition Regulation (FAR) (and DFARS, as applicable), can build and maintain audit-ready subcontract files, and is comfortable working across enterprise procurement and financial systems. These include subcontractor time collection systems, subcontractor invoicing systems, and e-filing of procurement folders. The ideal candidate will demonstrate an understanding of various procurement systems to include Deltek CostPoint, AMRO, and SharePoint. Experience producing subcontract metrics and reporting (cycle time, aging, invoicing status, funding/burn, closeout status) is preferred. The Subcontract Administrator routinely interacts with suppliers, internal customers, and management to support subcontract execution, compliance, and issue resolution. The ability to work independently with minimal oversight, manage multiple priorities and maintain a high level of customer satisfaction is essential.
Primary responsibilities include:
- Lead end-to-end subcontracting activities for new and existing work scope, including planning, solicitation, evaluation, negotiation, award, administration, modification, and closeout.
- Develop and issue Request for Proposals (RFP) aligned to prime contract requirements and program needs.
- Evaluate supplier proposals and support technical evaluations to validate SOW compliance; analyze pricing, schedule, and risk.
- Draft, negotiate, execute subcontracts, amendments, and modifications (including NDAs, proprietary information exchange agreements, and long-term service agreements, as applicable).
- Apply required FAR/DFARS flowdowns and support accurate Terms and Conditions negotiations consistent with Amentum’s policies and customer requirements.
- Maintain complete, compliant, audit-ready subcontract files (competition/justification documentation, approvals, proposal evaluations, price/cost analysis, negotiation documentation, award documents, and modifications).
- Support subcontractor timekeeping/timecard collection and review invoicing coordination, and timely invoice processing.
- Track subcontract funding/ceilings, burns, and required actions; coordinate with Program and Finance to support funding updates and invoice resolution.
- Provide guidance to non-procurement stakeholders on subcontracting processes, compliance requirements, and risk considerations.
Required Qualifications:
- Bachelor’s Degree from an accredited institution preferably in Business Administration, Supply Chain Management, or related field and 5+ years’ experience in subcontracts administration. And:
- Working knowledge of FAR and standard procurement/subcontracting practices; DFARS knowledge preferred where applicable.
- Demonstrated experience with subcontract documentation, compliance, and file maintenance
- Experience performing price/cost analysis, basic scope understanding and analysis, and negotiation strategy development.
- Experience administering multiple contract types (Fixed-Price, Cost-Reimbursable, T&M)
- Ability to identify risks and propose practical mitigation actions
- Strong written and verbal communications; ability to communicate clearly and professionally in English with various levels within the organization.
- Strong organizational skills with the ability track/report status to internal stakeholders and manage competing priorities
- The ability to work in a team environment
System/Tool Experience:
- Proficiency with Microsoft Office (Word, Excel, PowerPoint) and electronic filing/document management practices
- Deltek Costpoint experience preferred
