Work Control & Optimization Manager (Navy BOS / Maximo Authority)
Location: Diego Garcia – OCONUS / Remote Island Assignment
Reports To: Program Manager
The Work Control & Optimization Manager serves as the authoritative execution and data leader for all work management activities on a Navy Base Operations Support (BOS) contract. This role owns the integrity, governance, optimization, and exploitation of Maximo as the Navy’s system of record, ensuring that work orders, assets, priorities, and execution data translate into measurable performance, compliance, and mission success.
• Own end-to-end work control processes for all government-generated work orders
• Manage intake, validation, prioritization, distribution, tracking, execution status, and closure of work orders
• Ensure emergency, mission-critical, recurring, IDIQ, service order, and routine maintenance actions are properly categorized and executed
• Enforce standardized work control discipline across all functional areas and trades
Maximo / CMMS System of Record Ownership
• Serve as the system authority for Maximo as the Navy-mandated system of record
• Establish and enforce CMMS governance standards to ensure data accuracy, integrity, traceability, and audit readiness
• Oversee asset records, maintenance histories, CLIN/ELIN alignment, labor charging structures, and work order lifecycle controls
• Prevent data drift between operational reality and system reporting through continuous validation and controls
Optimization, Analytics & Decision Support
• Monitor, analyze, and forecast workload levels to optimize labor allocation, sequencing, and throughput
• Design and execute backlog reduction and workload stabilization strategies using data-driven prioritization models
• Identify execution bottlenecks, systemic inefficiencies, and emerging risks through trend analysis
• Translate complex Maximo data into clear, actionable recommendations for Program Leadership
• Produce executive-level dashboards, metrics, and recovery narratives used to engage Navy stakeholders
Execution Integration & Cross-Functional Leadership
• Work horizontally across maintenance, operations, engineering, QA, subcontractors, and IT to drive execution alignment
• Support subcontractor work packaging, sequencing, and performance monitoring
• Chair or support execution and recovery reviews to enforce accountability and remove blockers
• Ensure work control processes directly support PWS compliance, QASP metrics, and CPAR outcomes
Training, Standards & Continuous Improvement
• Train and mentor supervisors, planners, and analysts on Maximo standards and work control best practices
• Promote a culture of data discipline, accountability, and execution ownership
• Identify and implement continuous improvement opportunities within CMMS workflows and reporting structures
• Support system upgrades and enhancements to improve visibility, control, and performance
• 8+ years supporting Navy BOS or comparable federal operations
• Advanced, hands-on expertise with Maximo in an operational BOS environment
• Demonstrated success using data to improve execution, reduce backlog, and restore compliance
• Deep understanding of Navy work control processes, priorities, and stakeholder expectations
• Proven ability to operate independently as an SME in remote or austere environments
• Prior leadership on BOS contract turnaround or recovery efforts
• Background progressing from trades, QA, or field execution into work control leadership
• Experience serving as a trusted execution advisor to Program Managers
• Strong credibility bridging shop-floor execution and executive decision-making
