Purpose and Scope:
Responsible to the Program Material Manager for the efficient management and accountability of all Equipment details through the Defense Property Accountability System (ELMS) supporting the Category II Satellite supply account. Ensures compliance with Performance Work Statement (PWS) and DynCorp ISO 9001:2015 Quality Management System (QMS).
Principal Accountabilities:
- Coordinates property consignments; interfaces with subcontractors/vendors on property consignments, releases, and other property management requirements; and interfaces with government officials, the general public, and owners/violators.
- Performs data entry into required databases. Runs reports and prepares correspondence as directed.
- Coordinates all processing of ELMS equipment transactions to receipt files for all Equipment detail shortages. Assures timely processing of excess turn-ins and detail deletions. Coordinates intra-site transfer of Equipment. Manages items stored in courtesy storage.
- Collaborates with inventory during monthly org visits/inventory of equipment detail records to ensure custodian custody is accurate.
- Maintains DPAS as the approved Accountable Property System of Record (APSR) that meets the DOD property accountability requirements
Knowledge & Skills
- Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.
- Knowledge of basic mathematics, USAF or US service equivalent property accounting through manual or automated systems and ILSS policies and procedures preferred.
- Must be proficient and perform ELMS/Integrated Logistics Support Solutions (ILSS)) functions.
- Must be proficient at accessing and managing BLADE reports and listings.
- Must have current knowledge of the USAF or US service equivalent Equipment Management and ELMS.
- Must possess a valid home country driver’s license and ability to obtain host nation driver’s license.
- May be required to operate material handling equipment.
- Must be able to obtain a Common Access Card (CAC)
- Must be authorized to work in host country.
Experience & Education
- High School diploma or equivalent required.
- Capable of understanding and using multiple databases, company and US government sources. i.e. Maximo, SharePoint, PIEE, ELMS (formally DPAS) preferred.
Work Environment, Physical Demands, and Mental Demands:
Most positions involve work typical of office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting with occasional use of computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Some positions involve work in environments (e.g., shipboard, labs, outside locations, etc.) where mechanical equipment, etc. is installed, tested, analyzed/monitored, operated, and/or maintained. Equipment may be loud and noisy or have exposed moving components. Such positions may involve routine lifting up to 50 pounds, regular handling, grasping, kneeling and carrying, and constant use of vision and mental alertness is required. This classification may include managing hazardous material or other environmental responsibilities.
