The Construction Manager serves as the lead authority for construction management and inspection oversight for MILCON and non‑MILCON projects at a MacDill Air Force Base. This position provides senior‑level leadership for construction inspectors and acts as the primary liaison between government stakeholders, contracting officials, designers, and contractors. The incumbent oversees project execution from pre‑construction through warranty, ensuring alignment with mission objectives, contract requirements, and regulatory standards.
Essential Functions:
- Serve as the Construction Manager and primary liaison for the MILCON program, providing leadership, oversight, and coordination for construction inspectors, contractors, and government stakeholders.
- Lead, supervise, and mentor the construction inspection team; assign daily tasks and ensure consistent inspection, documentation, and compliance; fostering accountability, integrity, collaboration, and performance excellence.
- Manage and provide technical oversight of MILCON and externally designed and constructed projects, serving as the central coordination point for government‑directed communication, meetings, and stakeholder engagement.
- Serve as the principal technical construction liaison to the Army Corps of Engineers, Contracting Officer (CO), and Contracting Officer’s Representative (COR) by coordinating contractor evaluations, claims reviews, default actions, litigation support activities, and negotiation efforts.
- Coordinate and facilitate the review and processing of MILCON projects, ensuring effective documentation, information flow, and communication among contractors, reviewers, and decision‑makers.
- Execute overall construction management responsibilities for assigned projects, including budget, schedule, quality, safety, risk, and scope control, from pre-construction through acceptance and warranty.
- Manage and coordinate the RFI process, ensuring timely analysis and written responses, and support the development and processing of contract modifications, including statements of work, drawings, cost estimates, and funding requests.
- Provide technical support during contract negotiations as required.
- Lead or facilitate pre-bid site visits, bid openings, pre-construction meetings, design reviews, progress meetings, and project closeout activities, serving as the central coordination authority between government entities and project teams.
- Coordinate and attend pre-acceptance and acceptance inspections, maintain and oversee complete construction project files, and coordinate disposition of excess materials and equipment.
- Oversee scheduling and coordination of contractor-provided training for government personnel and assist with occupant relocation planning as required.
- Maintain continuous communication with facility users, leadership, and stakeholders regarding project schedules, changes, risks, and inspections.
- Lead and facilitate routine and special project meetings; prepare and deliver written reports and verbal briefings on project status and issues.
- Read and interpret construction drawings, specifications, and CPM schedules.
- Apply knowledge of construction inspection practices, government regulations, and compliance requirements.
- Ensure construction activities comply with approved designs, specifications, contracts, and applicable codes and standards.
- Utilize Microsoft Office tools to support reporting, tracking, and documentation.
MINIMUM EDUCATION, EXPERIENCE, TRAINING, AND /OR SKILL REQUIREMENTS:
Required Education / Skills:
- Bachelor’s degree in Engineering, Architecture, or Construction Management from an ABET-accredited engineering program or a National Architecture Accrediting Board (NAAB)–accredited architecture program.
- Minimum Five (5) years’ experience in a supervisory position
- Minimum of ten (10) years of progressively responsible experience managing and overseeing construction projects, including both new construction and renovation/modernization efforts. Experience with government or military construction (MILCON) projects is highly preferred.
- Minimum of ten (10) years of experience within the Engineering or Civil Engineer organization of the U.S. Department of Defense at a major military installation. U.S. Air Force installation experience is strongly preferred.
Certificate / License / Registration:
- Professional Engineer (PE) license or Registered Architect (RA) preferred.
- Certified Construction Manager (CCM) credential issued by the Construction Management Association of America (CMAA) preferred.
- Ability to hold and maintain a U.S. Department of Defense Secret security clearance.

Compensation Details:
$130k - $155K
