Senior Procurement Specialist ( Contingency )
Position Summary
The Senior Procurement Specialist supports KBR’s Saipan Humanitarian Assistance and Disaster Response (HADR) mission by providing onsite procurement execution, supplier coordination, and operational purchasing oversight. Embedded within the onsite Program Management Office (PMO), this role is responsible for rapidly sourcing goods and services critical to emergency response operations while ensuring compliance with contract requirements, KBR policies, and applicable regulations.
The position operates in a fast-paced, dynamic environment requiring close coordination with operations, logistics, subcontractors, and leadership to support uninterrupted mission execution.
Key Responsibilities
Procurement Execution & Operational Support
- Execute and manage procurement actions for mission-critical supplies, equipment, and services required to support HADR operations.
- Support rapid sourcing and acquisition of goods and services including logistics support, facilities, power, life support, and emergency response services.
- Coordinate closely with onsite operations, logistics, and PMO staff to align procurement actions with operational priorities and timelines.
- Track purchase requests, orders, deliveries, and receipts to ensure continuity of operations.
Supplier & Subcontractor Management
- Interface with suppliers and subcontractors to confirm availability, pricing, delivery timelines, and performance.
- Support negotiations for pricing, delivery terms, and service scope appropriate to emergency response conditions.
- Address supplier performance issues including delays, damaged goods, or non-compliance.
- Maintain professional working relationships with local, regional, and mainland vendors.
PMO & Reporting Support
- Provide procurement status updates to PMO leadership to support daily SITREPs and leadership briefings.
- Maintain accurate procurement records, including purchase orders, contracts, amendments, vendor communications, and delivery confirmations.
- Support tracking of procurement-related risks, issues, and mitigation actions as part of the PMO RAIL process.
- Assist with documentation required for audits, contract compliance, and internal reviews.
Compliance & Policy Adherence
- Ensure procurement activities comply with contract requirements, KBR policies, and applicable federal and local regulations.
- Support coordination with contracts, legal, and finance teams as needed.
- Adhere to ethics, transparency, and accountability standards in all procurement actions.
Coordination & Problem Solving
- Proactively identify procurement constraints, supply chain risks, or market challenges that could impact operations.
- Recommend alternative sourcing strategies or mitigation options to support mission continuity.
- Support surge procurement requirements during evolving emergency conditions.
Required Qualifications
- Bachelor’s degree in Business, Supply Chain Management, Logistics, or a related field; equivalent experience may be considered.
- Must be a U.S. Citizen and able to obtain base access and a CAC Card
- Minimum 5 years of experience in procurement, supply chain, or purchasing operations.
- Experience supporting operations, logistics, or contingency environments.
- Strong understanding of procurement processes, supplier coordination, and contract compliance.
- Ability to operate in a fast-paced, high-pressure environment with shifting priorities.
- Advanced proficiency in Microsoft Office applications, particularly Excel.
- Strong communication and coordination skills.
Preferred Qualifications
- Experience supporting HADR, FEMA, DoD, LOGCAP, or AFCAP operations.
- Familiarity with Deltek Costpoint or similar procurement systems.
- Experience with federal government contracting or subcontracting.
- Knowledge of overseas, remote, or island supply chain challenges.
- Prior onsite or deployed procurement experience.
Physical & Environmental Requirements
- Ability to work onsite in a disaster response environment.
- Willingness to work extended hours as required by mission conditions.
- Ability to coordinate directly with field operations, warehouses, and vendors.
