Position Summary
The Site Manager serves as KBR’s senior onsite authority for the Saipan Humanitarian Assistance and Disaster Response (HADR) mission, providing overall leadership, direction, and operational oversight for site execution. Embedded within the onsite Program Management Office (PMO), the Site Manager is responsible for integrating all operational workstreams, ensuring contract compliance, coordinating with customers and partners, and maintaining situational control in a complex, high-tempo disaster response environment.
This position has full responsibility for site operations, subcontractor performance, safety, quality, reporting, and coordination with KBR leadership and government stakeholders.
Key Responsibilities
Site & Operational Leadership
- Serve as KBR’s senior onsite representative with full responsibility for execution of HADR operations in Saipan.
- Oversee all site-level operations including logistics, base operations, power generation, facilities, life support services, debris removal, and other emergency response functions as assigned.
- Direct and coordinate onsite KBR personnel and subcontractor activities to ensure timely, safe, and compliant execution.
- Maintain unity of effort across multiple operational workstreams and vendors.
Program Management Office (PMO) Oversight
- Lead the onsite PMO function, ensuring disciplined execution, task tracking, and operational reporting.
- Establish and enforce site execution processes, controls, and reporting rhythms.
- Maintain oversight of scope, schedule, operational priorities, and resource utilization.
- Support development and validation of daily SITREPs, weekly summaries, and leadership briefings.
- Track and manage RAIL items (Risks, Actions, Issues, Lessons Learned), ensuring timely mitigation and closure.
Contract Compliance & Execution Monitoring
- Ensure all activities are executed in accordance with contract requirements, tasking, and KBR policies.
- Oversee subcontractor performance, validate work completion, and identify performance or compliance issues.
- Support contract modifications, operational changes, and surge tasking as required by mission conditions.
- Coordinate closely with procurement, contracts, logistics, safety, and quality teams.
Customer & Stakeholder Engagement
- Serve as the primary onsite interface with government representatives, emergency management officials, and partner agencies.
- Maintain open, professional communication channels with customers and support rapid alignment on changing requirements.
- Provide accurate, ground-truth inputs to KBR leadership to support operational decisions.
Safety, Quality & Risk Management
- Enforce KBR safety standards and promote a strong safety culture across all site activities.
- Identify, mitigate, and elevate safety, environmental, and operational risks.
- Ensure quality standards are met and deficiencies are corrected promptly.
- Maintain operational discipline during emergency conditions and surge operations.
Personnel & Resource Management
- Lead and manage onsite personnel, including supervisors and operations leads.
- Ensure appropriate staffing levels, coverage plans, and duty rotations.
- Support personnel accountability, welfare, and mission readiness in austere conditions.
Required Qualifications
- Bachelor’s degree in Operations Management, Engineering, Logistics, Construction Management, or related field; equivalent experience may be accepted in lieu of degree.
- Minimum 8 years of experience in site management, operations management, or program execution for government or contingency operations.
- Demonstrated experience managing large, dispersed operations and multiple subcontractors.
- Proven ability to lead operations valued in the multi-million-dollar range.
- Experience operating in high-risk, austere, or emergency response environments.
- Strong leadership, decision-making, and communication skills.
- Proficiency with Microsoft Office tools (Excel, PowerPoint, Outlook, Teams).
- U.S. Citizenship and ability to obtain required background investigation, CAC Card and security clearance.
- Valid passport with sufficient validity for overseas deployment.
Preferred Qualifications
- Prior experience supporting HADR, FEMA, LOGCAP, AFCAP, or DoD contingency operations.
- Experience serving as onsite Site Manager or equivalent role.
- Familiarity with PMO execution models and operational reporting structures.
- Experience in the Indo-Pacific region or remote island environments.
- Construction, facilities, or base operations support (BOS) background.
Physical & Environmental Requirements
- Ability to work onsite in disaster response and contingency environments.
- Willingness to work extended hours as mission conditions require.
- Ability to traverse active operational areas and engage directly with field activities.
