The Operations Supervisor will:
The Operations Supervisor supports KBR’s Saipan Humanitarian Assistance and Disaster Response (HADR) mission by providing onsite operational oversight, coordination, and execution monitoring across multiple workstreams. Embedded within the KBR Program Management Office (PMO), this position ensures contractor and subcontractor activities are executed in accordance with tasking, schedule, safety, and quality requirements while maintaining alignment with KBR leadership, government stakeholders, and emergency response partners.
The Operations Supervisor serves as a key onsite integrator—tracking work progress, validating task execution, identifying risks and issues, and supporting rapid decision-making in a dynamic disaster response environment.
Key Responsibilities
Operational Oversight & Coordination
- Provide day-to-day onsite oversight of ongoing HADR operational activities, including logistics, base operations, power, facilities, life support services, debris removal, and other emergency response functions as directed.
- Monitor execution of work performed by subcontractors and vendors to ensure compliance with scope, schedule, safety standards, and contract requirements.
- Verify work progress, completion status, and operational readiness; report discrepancies or performance concerns to PMO leadership.
- Support coordination between KBR functional teams (operations, logistics, procurement, safety, quality) and external stakeholders.
Program Management Office (PMO) Support
- Serve as an onsite PMO representative, supporting situational awareness, task tracking, and execution oversight.
- Track operational tasks, milestones, and due-outs; provide timely status updates to PMO leadership.
- Assist in maintaining operational trackers, daily activity logs, and issue/risk registers (RAIL items: Risks, Actions, Issues, Lessons Learned).
- Support development of daily and weekly operational reports, SITREPs, and leadership briefings.
Stakeholder & Government Coordination
- Coordinate with government representatives, emergency management officials, and partner agencies to support mission execution and information flow.
- Facilitate communication between field operations and KBR leadership to ensure alignment with customer priorities and evolving response requirements.
- Represent KBR professionally in high-visibility, time-sensitive operational environments.
Safety, Quality & Compliance
- Enforce KBR safety policies and promote a strong safety culture across all onsite activities.
- Identify and elevate safety, environmental, or quality concerns immediately.
- Ensure operational activities align with applicable contract terms, local regulations, and KBR policies.
Issue Identification & Problem Solving
- Proactively identify operational constraints, risks, or execution gaps and recommend mitigation actions.
- Support rapid troubleshooting and coordination to resolve issues impacting mission success.
- Assist PMO leadership with real-time data and ground-truth inputs to support operational decision-making.
Required Qualifications
- Bachelor’s degree in Operations Management, Logistics, Emergency Management, Engineering, or a related field; equivalent experience may be accepted in lieu of degree.
- Experience supporting operations, logistics, or base operations in austere, contingency, or disaster response environments.
- Demonstrated experience providing oversight of subcontractors or field operations.
- Strong understanding of operational coordination, task tracking, and execution monitoring.
- Ability to operate effectively in high-tempo, fluid environments with shifting priorities.
- Strong written and verbal communication skills, including experience supporting operational reporting.
- Proficiency with Microsoft Office tools (Excel, PowerPoint, Outlook, Teams).
- Must be a U.S. Citizen.
- Must be able to obtain and maintain local base access and/or security clearance.
- Must be able to obtain and maintain Common Access Card (CAC) issuance.
Preferred Qualifications
- Prior experience supporting HADR, FEMA, DoD, or overseas contingency operations.
- Familiarity with Program Management Office (PMO) functions and reporting.
- Experience operating in the Indo-Pacific region or remote island environments.
- Knowledge of logistics, base operations support (BOS), or emergency services coordination.
- Ability to work extended hours and adapt to emergency response conditions as required.
Physical & Environmental Requirements
- Ability to work onsite in a disaster response environment.
- Ability to traverse active work sites and observe field operations.
- Willingness to work irregular hours based on operational requirements.
